If that's not helpful, I would try one of the other four methods on the install page:
scoop or choco (the tool may need installing first; click the badge to go to its site).

Or, the hledger release binaries on github. 
When you go to the hledger release binaries, scroll past the lengthy release notes, and expand the "How to install" and "Windows on 64-bit Intel or ARM" headings. The install instructions in there are expected to work.
