Move to a github organisation ?

G'day all,

I think we're getting to the time for moving the hledger repo to a github organisation. Mainly, to get more fine-grained roles and permissions, and also because it's more future proof and probably needs to happen sooner or later. More thoughts at https://github.com/simonmichael/hledger/issues/2681 .
