RFC: a change in transaction balancing behaviour

Hi all,

A heads up that https://github.com/simonmichael/hledger/pull/2402 proposes to make our balanced-transaction-checking more like Ledger's (depending only on amount precisions in the transaction). And this will reject some existing journals, requiring an (easy) workaround or fix. Any feedback or testing with your files is welcome.
