to HL7v2 Reportable Lab Testing

Due to a planned NIST firewall migration that requires a brief outage, the NIST Electronic Laboratory Reporting Test Tool used for ONC 2015 Edition certification testing will be unavailable for use on December 20^th from 7P to 9P ET.
