password reset appears broken

I wanted to do some interactive testing with the soap test harness, but couldn't get logged in. I tried the password reset, but it does not work. The reset page calls https://hl7v2-iz-cdc-testing.nist.gov/iztool/api/sooa/accounts/passwordresetrequest which thinks for a while before returning the following error:

I tried creating a new account and that just failed. I didn't check further, but possibly email related again?
