Clarification on Use of Universal ID / Organization IDs for ONC Certification Testing

Hi Team,

I would like to confirm the requirements for ONC certification testing regarding identifiers. Specifically:

  • Can we use the Universal ID and Organization IDs provided in the NIST samples for sending and receiving during testing?

  • Or, even for testing, is it mandatory to register with HL7 for an OID and obtain an IIS Organization ID from the registry?

Your guidance on whether testing can proceed with the NIST sample values, or if registration is required prior to testing, would be greatly appreciated.
