During testing of IZ-AD-8.1_Send_V04_Z22, several fields such as MSH-3.2, PID-3.4.1, and RXA-10.9 were flagged with “Expected content is missing” errors related to missing Namespace ID, Universal ID, or Type.
However, per the Known Issues – Immunization Messaging_1.9.6, these values:
Are not required for certification purposes, and
The tester (ATL) is allowed to ignore the validation error.
Please confirm if we may proceed under this guidance.
Reference: “Test Case IZ-AD-8_Admin_IIS-Warning / Test Step IZ-AD-8.1_Send_V04_Z22 requires component 1 (namespace), component 2 (OID), and component 3 (Type)... Tester (ATL) can ignore [these errors] for certification purposes.”

The support for OIDs is required for ONC certification testing. This capability is tested in test case IZ-AD-8.1_Send_V04_Z22.
See the images below. The capability requirement is that systems must support both types of Assigning Authority methods (Namespace and U-ID). The conditional with the R is indicating this. Test case 8 is testing explicitly for the U-ID method.
Below in the images you can see the requirements for the HD_IZ data type flavor. Note, the requirements in the 3 images indicates that both need to be implemented, but operationally because the why the requirements are written one or the other is required (but it does not prohibit both).
The SMEs we worked with at the time really wanted both when an OID was used, but technically the requirements didn’t indicate that. The tool is implemented such that the implementer send both when an OID is used. This is why we allow for the ATL exception because by the letter of the law we can’t require it.
Bottom line: OIDs must be supported. Test case 8 must be supported where the 2nd and 3rd component must be messaged. The exception in the known issues is that for test case 8, when OIDs are required, component 1 (namespace id ) does not need to be sent. If not sent along with the OID, the tool will issue an error. This is the exception that ATLs can grant (but it does not exempt the need to support OIDs).
Take for example PID-3:
For all other test cases only the namespace ID needs to be sent:

All 3 can be sent:
The NIST tool is test case 8 is validating for all 3 (as best practice). The exception is the Namespace ID doesn’t need to be sent in test case 8. Only what is highlighted in bullet point 2.
All of that being said, the CDC SMEs, ONC, and NIST have had discussions about not requiring the need to support OIDs. However, at this time nothing formally has been decided, so the requirement is still in place.
