香港教育工作者支持碼頭工人罷 工聲明 (version 4)
葵涌貨櫃碼頭工人罷工,事件讓公眾嘩 然,猛然看清表面繁榮背後港人的代 價。香港開埠以來,從未改變的城市面貌就是我們的碼頭。從1925年的省港大罷工開始, 碼頭工人就已經成為香港歷史的重要推動者。沒有碼頭工人,就沒有今天飛黃騰 達的香港。碼頭工人的生命歷程,寫滿我城的不公義及辛酸。撐碼頭工人爭取公義,就是撐每一個有分支撐香港經濟繁榮的打工仔女。貨櫃碼 頭作為香港經濟的動力,工人的待遇竟是如此微薄,在我城日崔繁榮的同時卻不增反降,比 十幾年前的水平還要低。尤甚者,在表面文明的國 度,工人的工作環境及制度竟然極不人道,而僱主卻漠不關心,只顧剝削工人以自肥。這一切都令香港人蒙羞。
連日來,我們看到工人為尊嚴而戰,各 界市民仗義出力,充份體現香港公民 社會的團結與友愛。但是,和記黄埔、香港國際貨櫃碼頭公司與一眾外判公司態度依舊,雖受盡輿論責罵,但只懂敷衍搪塞,砌詞狡辯,還申 請禁制令把罷工工人及聲援的市民趕出碼頭。工潮涉勞工權益與全民經濟利益,碼頭更是政 府基建,一眾問責官員卻事不關己置身事外,任由 抗爭者在街頭風吹雨打,這絕對不是一個有承擔的政府應有之所為。
與 廣大市民一樣,我們心急如焚,也憂慮香港是否再能稱得上是理性及公平的社會。作 為教育工作者,我們有責任以身作則,對社會的不公義提出嚴正的指責。在此我們行使公民 義務,簽署此聲明並呼籲:
一、負責勞工及經濟事務 的問責官員有責任主動促成三方談判,不能縱容僱主迴避工人訴求;
二、和黃不能外判責任, 所有管理碼頭的公司及外判公司都跟它有密切關係,作為碼頭的總負責人應站出來,聯同一眾管理及外判公司一起與工友談判,還工人一個有 尊嚴的工資及人性的工作環境;
三、和黃總公司、管理公 司及外判公司必須承諾不對罷工工人秋後算賬;
四、政府馬上重新開展集 體談判權及標準工時的立法工作,長遠保障香港工人權益。
Hong Kong Educators in Support of Dock Workers’ Strike
The Dock Workers’ Strike at the Kwai Chung Container Terminal and the resulting public uproar has awakened Hong Kong people to the painful price workers actually pay for our prosperity. From the inception of our city until today, the piers have been the unchanging and defining urban landscape of Hong Kong. From the 1925 Canton-Hong Kong General Strike onwards, dock workers have been the active agents of Hong Kong history. Without our dock workers, there is no prosperous Hong Kong to speak of. Their life stories embody the injustice and bitter toil in the writing of our history. To support our dock workers in their fight for justice is to support every single hard-working Hong-Konger who has sacrificed for the success of this city. The container terminal is a driver of our economy, but as its wealth increases, its meagre pay for dock workers decreases, lowering to a level worse than a decade ago. Worse still, beneath the terminal operators’ veil of civilized rhetoric is an extremely inhumane, indifferent working condition and system of management, seeking only to exploit workers to the extreme in order to enrich their bosses. All these have put Hong Kong to shame.
In the past few days, we witnessed workers fighting in solidarity for their dignity and citizens gallantly coming together in loving support, demonstrating Hong Kong people’s civic spirit at its best. In contrast, Hutchison Whampoa, Hong Kong International Terminals and all contractors remain indifferent, facing off public outcry with lame excuses and legal quibbles while applying for injunction to drive striking workers and supporters out of the piers, the site of exploitation they are protesting against. This strike involves labour rights and the economic rights of the entire citizenry, and the container terminal is a public infrastructure. However, publicly accountable government officials are nowhere in sight as protesters fight under stormy weather. This is not how a responsible government should behave.
Together with the general public, we are anxious and concerned whether Hong Kong can still rightfully claim to be a reasonable and fair society. As educators, we have the responsibility to lead by example, to sternly expose and criticize any social injustice. Through this declaration we come forward to take up our civic responsibility:
1. We call on government officials in charge of labour and economic affairs to be accountable and to actively and responsibly facilitate tripartite negotiations. Stop condoning employers and dodging workers’ demands;
2. All companies responsible for management and operation of the terminal are closely related to Hutchison Whampoa and thus, it must not outsource its corporate responsibility. Hutchison Whampoa, as the chief corporation in charge of the terminal should work together with all management and outsourcing companies to negotiate with the workers, and give the workers back the dignified wages andhumane working conditions that are rightfully theirs;
3. Hutchison Whampoa and all management and outsourcing companies must agree not to retroactively take action against workers who went on strike;
4. The government should immediately restart legislative work to reinstate collective bargaining and legislate standard working hours to protect the long-term rights of Hong Kong workers.
