Below is the text and link to Council Member Clay Capp’s October 28, 2023 newsletter.  You may subscribe to his email updates from the claycapp.com  web page link.  Please note the following critical items:

 

  • CM Capp has been named to Planning and Zoning and Public Facilities, Arts, and Culture (aka “Parks and Libraries”) council committees.  Also, Vice Mayor Angie Henderson has created an ad hoc East Bank committee and named CM Capp to that committee. 
  • The NDOT SPOKES project design documents are now available online.  This initiative proposes bicycle lanes and pedestrian improvements for:
    • Woodland/Union streets between 2nd Ave North downtown and S 11th Street in East Nashville
    • South 5th Street between Woodland and Davidson streets
    • South 10th Street between Woodland and Sevier streets

This initiative is on the fast track.  There was an open house on 10/19.  The documents were made available online 10/24.  An online two-week public review process is underway, expiring the end of this week – 11/3.  Documents and an online survey are available here:  https://www.nashville.gov/departments/transportation/projects/bikeways/east-nashville/east-nashville-spokes

Dear James, 

I hope you are all enjoying this beautiful fall weather and getting ready for Halloween! Here are some quick District 6 updates—and please let your friends and neighbors know they can sign up for this newsletter at claycapp.com. 

  

The East Bank, and my Committees 

Vice Mayor Henderson has now created an Ad Hoc Council Committee for the East Bank, and has appointed me to serve on it. The Vice Mayor did not have to create this committee, but chose this important mechanism for public involvement in the East Bank, so please join me in thanking her! 

The first committee meeting will be on November 8 at 4:30pm in the Council Chamber. I will keep everyone updated here as the committee ramps up. 

As you know, I am in the struggle to build real housing for Nashvillians in the East Bank, and not to jump Broadway across the river. I will fight for it to be accessible by and safe for transit, biking, and walking. I will be advocating for the committee to engage with the public as we wrestle with the constraints already in place (i.e., the Stadium) and work toward developing a neighborhood vision for this crucial swath of land on the East Side. 

I’ll be serving, for my regular committees, on Planning and Zoning as well as on Public Facilities, Arts, and Culture (aka “Parks and Libraries,” my earliest loves in city government.) I have also been appointed by the Council to serve a term on the Greenways and Open Space Commission. I’m excited to get to work in all these areas! 

  

Google Fiber

As you have no doubt noticed, Google Fiber is back at work on the streets of the District. It turns out that, back when they were cutting into the streets a few months ago, they buried the cables too shallowly. So now they are back to do the job properly. They expect the work to last about two more months. 

I know how disruptive this can be. If you have a problem arising from Google Fiber’s work, please email me (clay...@nashville.gov) and I will get it attended to. 

  

The Capital Improvements Budget

Council Members are able to propose projects in their districts for capital investment from the city. Such requests are only the first step in a long process, but it’s a necessary step, so please let me know if you have any ideas! Proposed projects must have a lifetime of at least ten years, and cost more than $50,000—usually they are things like infrastructure or buildings/building upgrades, but we can be creative! Even if you just have an inkling of an idea, please reach out and we can talk it through! My requests this year are due on 11/15. 

  

East Nashville Spokes Project

Thank you to the big crowd that came out to give design feedback on the redesigns of Woodland, South 5th, and South 10th Streets at the Open House on the 19th. But it’s not too late to give feedback! Check out the designs and comment at the East Nashville Spokes page. Feedback is due by 11/3.
