Dear Council members,
I just want to re-emphasis my opposition to allowing
recording studios in residentially zoned neighborhoods that is up for third
reading this evening.
I think if you ask your constituents if they would like
to see more commercial uses allowed in residential neighborhoods, the majority
would say no.
Experience has shown that regardless of how strict the
Council tries to restrict land use definitions, there are those who will not
obey them. There are those who will always go beyond whatever is
allowed.
Enforcement puts the burden on adjacent neighbors.
It creates potential conflict between neighbors.
There is the argument that "they're already doing it
now". I respectfully submit that just underscores the problem with
enforcement. The pending ordinance would only move the line of
enforcement/non-enforcement further towards commercial intensity.
Ask yourself, would you want a commercial operation in
the home next door to you?
If someone wants to set up a recording studio in their
home, they can ask for a mixed-use or SP zoning. Let them go through the
process. Let the community have input into the decision. Don't allow
it everywhere as a Special Exception. That's simply too broad an
application.
The Council has previously turned down proposals to
expand business occupations into residentially zoned neighborhoods.
I hope you will do so as well on this proposals.
Many Nashville residents have worked hard to improve the
residential integrity our neighborhoods, particularly our older
neighborhoods. You can see the results in the recent
appraisals. Please continue to maintain that residential
integrity.
