STAR password unlock and reset

We are trying to give access to our night time operators to reset STAR passwords without giving them the root account login.

Does anyone have a process setup to reset passwords without using the root account login?

Is anyone using some type of software to reset STAR passwords?

Our McKesson RSA created a login for our helpdesk to use for looking
up usernames and resetting passwords separte from using the root
account. If you have McKesson RSA servcies they might be able to help
you. It's a custom script thing and may charge now for it now.

Our RSA created  (SAM) user names/passwords for all of our Tech's & on-call staff.
It also keeps track of who is using SAM and if they make a mistake like we had happen in the past.  We had a user bring down Star before while using the Root login. 
Ex: Sam(user)  Sam is the prefix for everyone & the next 5 characters of their HBO login & then we gave everyone a generic password that requires them to change it the first time they login to this new samuser login.
We restricted their access to Users & Printers & Plotters only.  They can reset users & reset printers on Unix too.
