<outbound-rule> not working

Hi,

My url is rewritten successfully.However,I want to block accessing the actual url.Can anyone point out where I am wrong.

<rule> 

<from>^/the-required-url</from> 

<to>/actual-url</to> 

</rule>                                                        //Woking Good

<outbound-rule> 

<from>^/actual-url</from> 

<to>/the-required-url</to> 

</outbound-rule>                                           //Not Working

Any help in this regard is much appreciated.
