Why doesn't the time in HipCal adjust automatically to Daylight Saving
Time?

What timezone are you using? We currently have full DST support for the
US timezones. Unfortunately DST rules are quite different for many
other parts of the world and so we have not yet come up with a standard
way to provide support for all of them.
