Who is a Hindu?

नमस्सर्वेभ्यः

I wish to ask who is a Hindu? Specifically I'm interested in knowing if one can be a Hindu without believing that चातुर्वर्ण्य is by brith, or rejecting the idea of चातुर्वर्ण्य completely.

Does one become Hindu culturally or by accepting certain beliefs? Is Hinduism a civilization under which various beliefs including Atheism falls under or is it a religion?

Opinions of everyone is welcome regardless of whether one is a scholar of Sanskrit or a common man.

Observe that we have no doubt about being Hindu, but you do - so you implicitly accept our authority over the label.

Yes, the outer maNDalas of Hinduism admit chAturvarNa-deniers and such subversionists.

Hinduism can be visualized as concentric series of maNDalas. The degree to which you dislike or hate the core maNDala determines the degree to which you are Hindu.
