Subject: Murder of democracy in Gurgaon- Save Democracy in India .
There were some major electoral Frauds in Gurgaon/Faridabad during the recent elections. It appears some Electoral frauds also happened in certain other parts of India as well. Kindly peruse the following minutes of Meeting with CEC of India and suggest remedial measures.
Meeting with CEC at Chandigarh
Having read the letter regarding large number of missing names of eligible voters in Gurgaon in the Voters list, written by Col Ratan Singh Chairman JAFRA and Chairman GURM, CEC of India took an immediate action and held a meeting at Chandigarh on 12-6-09 and invited all concerned to attend the meeting. In the meeting following were present.

Sh Alok Shukla I.A.S DY CEC, Sh Sajjan Singh IAS Election Commissioner Hayrana, former DC Gurgaon Smt Deepati Umashankar IAS, Sh. R.K.Kataria IAS DC Gurgaon, V.S Huda Addl DC Faridabad.
JAFRA and GURM were represented by Col Ratan Singh, Sh Prem Sabhlok and Sh P.D Pahuja, Col Oberoi and some residents of Gurgaon. Some residents from Faridabad were also present
CEC confirmed he had read all the letters of residents/organization of Gurgaon regarding lakhs of missing names in the Voters List. Sh Prem Sabhlok mentioned in an emotionally choked voice about the Murder of Democracy in Gurgaon and need to save democracy in India by stopping the practice of preparing Voters lists carelessly. Not only about three lakhs eligible voters names were missing (about 50, 000) residents had valid Voters card issued by Election Office at Gurgaon; there were an equal number of ineligible voters names in the list. The ineligible voters were mostly temporary labour/legal/illegal migrants from other States and had their names in the Voters lists of respective states. He also mentioned that most of these names of eligible voters were there on CEC Website but not in the Gurgaon Voters Lists. What was the need to hurriedly prepare fresh
voters lists for about 11 lakhs Voters of Gurgaon (with 8 lakhs rural voters) and not updating the latest available lists. When the administration found that lists contain about 70-80% rural voters and about 30-20% urban voters, immediately corrective actions could have been take? Gurgaon is not a Village of about two millions population. Such serious lapses (danger to Democracy) should not be condoned.
Mr Pahuja mentioned about the names of many voters in the list who did not reside at the address given in the Voters List. The Lists were prepared neither alphabetically nor do sector/block/colony wise to confuse the voters who failed to find their names in the lists even after spending a few hours.
JAFRA members strongly recommended in all fairness and democratic justice that elections held in Gurgaon 0n 7th May 09 be declared null and void and fresh elections be held after updating the lists.
Former DC Smt. Deepati Umashakar mentioned that about 60,000 new Voters cards were issued. Mr Pahuja of JAFRA asked whether these were also delivered to the residents. When he went to Election Office in Gurgaon, he found hundreds of Cards lying on the table and there were two large bags full of Voters I.D Cards. Voters were being asked to search and find out your cards. CEC was very unhappy on this revelation and asked D.C to give a report within two weeks about this large scale mismanagement and huge waste of public money.
1. All the residents of Gurgaon and Faridabad were of one voice/opinion that no further elections of State Assembly/Corporation be held till the lists are updated.
After a long discussion on various lapses, CEC directed the concerned officials to rectify all such lapses and confirm the correctness of the Lists in consultation with RWAS and their Federations. Col Ratan Singh assured that RWAS will assist the administration in this regard. CEC advised to take the help of local cable operators for the co-operation of residents and lists should be prepared in a rational manner so that voters can find their names without ant difficulty.
