After the success of Maanagaram (2017), director Lokesh Kanagaraj had rejected several offers from various production houses as he did not want to "succumb to the pressure of staying relevant in the industry by signing back-to-back projects".[5] Nonetheless, since he was already assigned to direct a project for the producers of Maanagaram, S. R. Prakash Babu and S. R. Prabhu under the company Dream Warrior Pictures, he began research to develop a script, but the project failed to materialise as he needed more time for research works. Lokesh began developing another script, but this was also dropped.[5] He came upon a news article about an ex-prisoner that instantly caught its attention and decided to work on the script.[6]

The setting of where the entire story takes place in a night, was also referenced from the filmography of directors Martin Scorsese and Quentin Tarantino. Lokesh believed that "movies shot in the dark are underrated and offer so much scope in terms of lighting". He took the hostage scene in Die Hard as an example, where the "darkness made it very atmospheric" and concluded that "In a way, this film was a reverse of that situation, where the bad guys are locked inside a police station that is under siege".[39] For the making of the pre-climax action sequence choreographed by the duo Anbariv, where Karthi had to perform risky stunts on a moving lorry. He cited the stunt sequences of Naan Mahaan Alla (2010) as the benchmark for it.[23]

News18-based critic Gauthaman Bhaskaran gave three out of five stars stating "Karthi's stunning performance makes it an engaging watch".[91] Manoj Kumar R. of The Indian Express gave 3.5 stars (out of 5) stating, "Karthi has essayed his role in an almost self-effacing manner while allowing the space for other people's acts of courage in the narration to get their due screen time. Kaithi is the director's canvas. It is necessary to appreciate Karthi to let Lokesh do his thing without trying to bend the narration to suit his star image. The director softly but firmly announces himself as a major new force in the commercial space of the Tamil film industry, which still largely feeds on the narrow definition of mainstream entertainment."[92] S. Srivatsan, writing for The Hindu, stated the film as "one of the best action thriller ever made since Theeran Adhigaaram Ondru". Further reviewing that "Kaithi does have its 'mass' moments, but there is a certain level of screenwriting that has gone into conceiving those. The plot contains all the elements of a conventional suspense-thriller, but where Kaithi differs is by how Lokesh Kanagaraj treats the genre and its audience with respect."[93] Karthik Kumar of Hindustan Times stated it as "an action film with a soul and a purpose" while also stated that "though it is not a crowd-pleasing commercial film, it still caters to the masses".[94]

Kaithi received appreciation from several members of the film fraternity,[108] including Gautham Vasudev Menon heaped praise on the film's trailer saying it as "intense and theatre worthy".[109] Karthik Subbaraj called the film as "kick-ass film with lot of Wow moments through out",[110] while Mahesh Babu, who watched the film, praised Lokesh for the exclusion of songs and technical brilliance, as a "welcome change" for the industry.[111] Cinematographer P. C. Sreeram, who watched the film through Hotstar, called it as "an edge of the seat experience". He further praised Lokesh's direction and Sathyan Sooryan's (an apprentice of Sreeram) work in the film.[112] Lokesh, in an interview with an online portal, stated that Vijay, who signed him for directing Master (2021), during the post-production of Kaithi, had watched the final rushes of the film before its release. He further stated that Vijay appreciated his work in the film and congratulated him before the release.[113]

The film's success made Lokesh a most sought director in Tamil cinema who later worked on several projects of top actors.[114][115] Arjun Das, who played the main antagonist, Anbu, received praise for his characterisation and performance and his loud bass voice for the character gained him a huge following.[21] Lokesh roped him for Master.[116][117] Further, Arjun Das' Andhaghaaram, which completed production in 2014 but remained unreleased for more than six years following exhibitors' refusal to distribute the film, citing lack of prominent faces, was presented by director Atlee in 2020, following Arjun Das' popularity after in Kaithi, and released directly through Netflix the same year.[118][119]

The rights for the film's production were later exchanged to Thenandal Studio Limited in April 2017, and the company, opted to prioritise the making of other big-budget films such as Mersal and Sangamithra.[12] However, soon after the release of Mersal, the company ran into financial problems and eventually shelved the project.[12] S. Sashikanth of YNOT Studios, acquired the rights for the film's production and the project was revived in February 2018.[13][14] Subbaraj planned to make changes in the story as well as the location settings, in order to reduce the film's production costs, in which the gangster story being set in London instead of New York,[15] and also added that the film's shooting will take place after his completion of Rajinikanth's Petta as well as Dhanush's commitments in other projects.[16] On 19 July 2019, Sashikanth officially announced the project's launch, titled as #D40 with Subbaraj's regular collaborator, Santhosh Narayanan scoring the music, as well as cinematographer Shreyaas Krishna and editor Vivek Harshan, who worked with the director's previous projects Jigarthanda, Iraivi, Mercury and Petta.[17][18]

While the film was tentatively titled as #D40, there were rumours claiming that the film's title was Suruli or Ulagam Suttrum Vaaliban (referring to the 1975 film of the same name),[19] whereas Sashikanth claimed that there is no official announcement regarding the film's title.[20] The film's title Jagame Thandhiram was announced during the release of the film's motion poster on 19 February 2020, referring to a line from the song "Sambo Siva Sambo", written by Kannadasan, from the 1979 film Ninaithale Inikkum.[21][22] Karthik Subbaraj initially considered Suruli as the film's title, but one day, he happened to listen to the Ninaithale Inikkum song, and also being a fan of Rajinikanth, the director felt that the Jagame Thandhiram would be the apt title for his script.[23]

Initially S. J. Suryah was approached to play the main antagonist Sivadoss,[31] but the role went to George, marking his Tamil debut. George initially stated that he admired Karthik Subbaraj's works after his directorial debut with Pizza (2012) and tried to approach Subbaraj, but he couldn't get a chance. He stated that "Karthik asked me to audition for this role since it was a huge character. He narrated a scene and asked me to act. I acted it out and said the dialogues in broken Tamil. He simply smiled at me, and I was so happy."[32] Similarly, Cosmo, who made his Indian film debut with this film, had said that he was impressed by the narration of Karthik Subbaraj and decided to act in the film. He also shot for few scenes in Rajasthan during this schedule.[33] Cosmo described his character as a powerful London-based gangster: "He employs the character played by Dhanush to fix the problems created by Indian gangs in London. During the course of this, he grows fond of Dhanush, which changes the whole dynamics of his gang. That's how the story moves forward."[34]

Jagame Thandhiram was initially scheduled to release on 1 May 2020,[64] but was then indefinitely delayed due to the COVID-19 pandemic.[65] The producers themselves confirmed that the film will be scheduled for a theatrical release, refuting the rumours of releasing through a streaming platforms.[66] In January 2021, the film was planned for a February release which did not happen,[67] as media reports claimed that the film will be scheduled for a direct release through the streaming platform Netflix.[68][69]

In interviews with online portals, Karthik Subbaraj expressed his disinterest on not crediting the creators of the film on its promotional posters released through Netflix's social media handles.[81] He added that "it is the platform's policy not to include credits of the directors and other artists", which led Subbaraj to promote his own poster designs through his media sites. He further added that "it would be nice to see Netflix changes their policies in future".[82][2]

Jagame Thandhiram was in the news for controversies surrounding over the release plans, whether the film was speculated to have a streaming or theatrical release.[92] Dhanush was upset over Sashikanth, as the latter accepted for direct-to-streaming release, irrespective of theatres being reopened and operated with 50% seating capacity due to the pandemic restrictions. This caused a rift between Dhanush and Sashikanth, as the producer unfollowed Dhanush in Twitter and Instagram.[93][94] After the central government granted permission to increase the seating capacity in theatres, on 1 February 2021, Dhanush took to Twitter the following day, stating the demand for theatrical release in support of theatre owners and distributors.[95] Similarly, Dhanush's fans also demanded the film's theatrical release by sticking wall posters across Tamil Nadu.[96] However, Sashikanth continued negotiating with Netflix for direct-to-streaming release.[97]

With the film's teaser released on 22 February 2021, confirming the direct-to-streaming release through Netflix, fans of Dhanush expressed their disappointment as they intended to watch the film in theatres, despite the teaser being positively received by fans.[98] Dhanush decided to stay out of the film's promotional activities online, after being upset with the producer's decision for streaming release,[99] although he shared the film's trailer through his tweet expressing his unhappiness over the film releasing on Netflix and not in theatres.[100]
