Is Nepal Safe For Trekking

Frinds,
Lot of people had posted in forums about thier being in Nepal for
trekking and they claim that it is safe.
Altough they disclose that Maoists charges small fee and provide them
slip which is assurity of thier safety in that region.
Can we consider such type of enviornment-safe?
