This was not discussed at all during the meeting -- the idea of where to change the borders really wasn't discusssed in any detail at all.  It was more of a "whether" to change the borders and how this would affect Montclair specifically; all of the hills schools are being affected by this problem, but practically speaking, Montclair's campus would theoretically be able to handle more incoming students if more buildings were constructed there -- this is the discussion that needs to go before the Montclair community (which has been very generous in taking extra kids with WAY over-filled kindergarten classrooms).

I can't seem to open it now either.  If you can find the handout for the
cancelled October 3, 2008 meeting or the boundary suggested back in
December 2007, I believe that they are all the same proposed re-drawn
boundary.

In the event that you are uanble to locate any version of the proposed
boundary then this is how I would describe it: if Highway 13 is north,
Moraga is east, Clarewood Drive is south and Acacia is west, the new
western boundary is Broadway Terrace, the north boundary is Highway 13,
the eastern boundary runs from Sheridan to Harbord to Hilltop, and the
southern boundary is Clarewood Drive.  The families on the western side
that were previously a part of the Hillcrest boundary would now be a
part of Chabot and the families on the eastern side of the Hillcrest
boundary would now be a part of Montclair and possibly Kaiser.

I arrived late at approximately 8 a.m. for the 7:30 a.m. meeting. In
addition to the three scenarios suggested in the handout for this
meeting (Scenario A-Cap Hillcrest at 40 incoming kindergarten students,
conduct lottery at 5th grade for MS; Scenario B-Phase out MS by 2010;
Scenario C-Phase out MS by 2010 and re-draw the boundaries), a fourth
scenario was suggested: Scenario D-maintain Hillcrest as a K-8, redraw
boundaries (the same proposed re-drawn boundary in Scenario C), and
increase capacity at Montclair to accommodate the current Hillcrest
families from Harbord to Moraga that will become a part of Montclair if
the boundaries are redrawn.

There were many parents in attendance from Montclair, Chabot, Hillcrest
and there were a few parents with preschoolers who will not attend any
OUSD school for a couple of years.  There was some amount of animosity
between Chabot and Montclair parents against Hillcrest parents. A part
of the animosity seems to be because Hillcrest parents got involved in
the game earlier than the Chabot and Montclair parents, causing Chabot
and Montclair parents to feel like Hillcrest parents were dictating the
show.  Some responses from Hillcrest parents were that Hillcrest parents
saw the problem of overcrowding earlier, started the process of
resolving the issue earlier, contacted the principals at Montclair and
Chabot only to be told that overcrowding was not a problem at the time
the principals were contacted, etc.  In short, Hillcrest parents saw the
problem sooner and became pro-active once the problem was identified.

Some parents at Chabot and Montclair feel that the overcrowding at
Hillcrest is caused by Hillcrest families.  Specifically, if Hillcrest
families would allow Hillcrest to convert back to K-5, then Chabot and
Montclair would not have to bear the "brunt" of the Hillcrest redirects.
These parents seem to oppose redrawing the boundaries because again,
they would bear the brunt of increased enrollment of students who
previously were in the Hillcrest boundary and would be a part of the
Chabot and Montclair boundaries if the current Hillcrest boundary were
re-drawn.

Some of the opinions expressed included the following:  1) the opinions
of the pre-K families with no children currently in any OUSD school
should be heavily weighted because they are the families most impacted;
2) we need to explore increasing capacity at Hillcrest through the use
of satellite sites (using Far West, a vacant house across the street
from Hillcrest, unspecified open land on Clarewood Drive) to the extent
that physical capacity of the Hillcrest site simply can not be
increased; and 3) the K-8 model should be utilized at other current K-5
schools.

Bottomline:  Everyone recognizes that overcrowding in the North Oakland
hills is a problem.  Everyone agrees that whatever solution is chosen
needs to be discussed publicly to allow as much input and notice as
possible.  Whatever solution is decided upon will not be universally
accepted.

For now, the SAAB is exploring Scenario D:  Keep Hillcrest as a K-8 and
redraw the current Hillcrest boundary.  One or more members of the SAAB
will attend the November 18 Monclair PTA meeting to discuss redrawing
the Hillcrest boundary and hope to have numbers from the OUSD staff to
advise regarding how many students are expected to become a part of
Monclair should the current Hillcrest boundary be redrawn.  The SAAB
will reconvene on Friday, November 21, 2008 at 7:30 a.m. at 1025 2nd
Ave.

I'm not sure that the idea of redrawing the boundaries ("Proposal D") was based on the old boundary re-districting maps that were provided on the OUSD website. Rather, the proposal (made rather "spontaneously" at the meeting, without any accompanying diagrams) was to send the northern areas (e.g. Sheridan Rd area -- though not specific) toward Montclair. It was not a defined nor natural geographic boundary, and was definitely not on the map the way the demographer had previously proposed the boundary (because the demographer stated at the meeting that she wasn't sure this new proposal would make much of a difference) -- I think this may have been before you arrived, Rhonda. In any case, the gist of your message was correct, -- i.e. trying to keep Hillcrest K-8, and finagling the boundaries to send more kids to Montclair -- though more specific meetings with the Montclair community need to happen for sure.

Thank you for the explanation. It's exactly as I thought.
I feel it's extremely important that this be shared with the rest of the google
group.
Clearly some people are not understanding it. The way in which
you spell it out can make a rational
person see that getting rid of a wonderful middle school will not allow more
children
into kindergarten classes OR solve the enrollment problem.
As I read the comments, I'm hearing people think that we need to get rid
of the MS in order
to make more room for all the pre-K children when that's not the case.
There are some
very angry MS parents that think that the MS has to go away because space must
made for all the pre-K people.

OR am I missing
ANOTHER angle in WHY we need to get rid of the MS?????

I thank you all for your responses and helping me understand all of the
dimensions of the situation.
I also thank you for your dedicated work in trying to resolve this very
difficult situation.

With respect to how much space closing the
middle school will free up, we can look at the District’s own numbers in
the slides they have proposed. The table in Scenario C shows how many
kids will progress to each class without the middle school. You can see
that even without the middle school, they only allow 50 kids per kindergarten
class (as compared to the 42 that were let in last year). The issue is
that the middle school only uses 2 full classrooms right now. There is a
third room that is used as a science lab, which wouldn’t be big enough to
be used to house a full class and that I don’t believe meets the
requirements of a “classroom”. Given that you have 6 grades
(K-5), the only thing eliminating the middle school does is allow 2 rooms that
could be used for split classes. Obviously, you couldn’t add, say,
20 more kindergarten students each year because as those students matriculate,
you’d have to add new classrooms for each grade they progress to,
eventually leading to a need for 6 new classrooms. There is not physical
capacity for 6 new rooms. Therefore, you can only add as many new
kindergarteners that you could manage to put in a split class each year to fill
the extra 2 rooms. That means your kids would likely be in some kind of
split class for most of his/her time at the school.

I do recall a comment on the chat board,
that this is how it’s done in London,
if that’s what you’re referring to. I don’t believe distance
from the schools has been the defining factor in figuring attendance at
Hillcrest, as that would imply that the boundary line is a circle or pretty
close to it. I don’t know that rules that govern boundary lines, but
ranking eligibility purely by distance to the school is certainly a way of
thinking about the problem, to me a very rational and reasonable one – I
just don’t know enough about the alternate ways to do this and the
arguments for or against.



I also don’t understand why some
people claim that eliminating the 6-8 at Hillcrest won’t free up space
for K-5’s. Whether it’s a good or bad idea, I don’t see why
it wouldn’t create space for more K-5’s. For me the issue is
whether it makes sense to change a model that works very very well for
Hillcrest, in a district where models that work are in scarce supply.
I’m inclined to take an ‘if it ain’t broke, don’t
fix it’ view of this question, which is a broadly ‘strategic’
view. I don’t know enough about the details of class sizes, how they
would be affected, how they could be configured to add K-5 classes and increase
the number of Kindergarten kids who could be accepted each year, etc. to
strongly advocate on tactical grounds…

I am curious to know if the distance a house is from the school has ever
been a defining factor in
figuring out attendance at Hillcrest? One parent brought this up in their
commentary on the
message board but I have never seen it addressed since or
ever. (Josh Hannah).

Since everyone else has put forth their opinions based mainly own their own motivations,

I feel it's appropriate for me to ask this since we live just ONE block from
the school.
(We have 2 pre-K children)
If the boundary is going to change why not have the distance of the house to
the school
also be a factor? Wouldn't that go hand and hand?

Also, I'm terrible confused on another point. It seems
a majority of people want to get rid of the middle school at
Hillcrest in order to have more space for the kindergarten classes.
However, is it factual that this
would allow more space? I'm confused about why they saying to get rid of
it when it's been
said it wouldn't allow for more space for the kindergarten classes.

Some parents at Chabot and Montclair feel that the overcrowding at
Hillcrest is caused by Hillcrest families. Specifically, if Hillcrest
families would allow Hillcrest to convert back to K-5, then Chabot and
Montclair would not have to bear the "brunt" of the Hillcrest redirects.
These parents seem to oppose redrawing the boundaries because again,
they would bear the brunt of increased enrollment of students who
previously were in the Hillcrest boundary and would be a part of the
Chabot and Montclair boundaries if the current Hillcrest boundary were
re-drawn.

Some of the opinions expressed included the following: 1) the opinions
of the pre-K families with no children currently in any OUSD school
should be heavily weighted because they are the families most impacted;
2) we need to explore increasing capacity at Hillcrest through the use
of satellite sites (using Far West, a vacant house across the street
from Hillcrest, unspecified open land on Clarewood Drive) to the extent
that physical capacity of the Hillcrest site simply can not be
increased; and 3) the K-8 model should be utilized at other current K-5
schools.

Bottomline: Everyone recognizes that overcrowding in the North Oakland
hills is a problem. Everyone agrees that whatever solution is chosen
needs to be discussed publicly to allow as much input and notice as
possible. Whatever solution is decided upon will not be universally
accepted.

For now, the SAAB is exploring Scenario D: Keep Hillcrest as a K-8 and
redraw the current Hillcrest boundary. One or more members of the SAAB
will attend the November 18 Monclair PTA meeting to discuss redrawing
the Hillcrest boundary and hope to have numbers from the OUSD staff to
advise regarding how many students are expected to become a part of
Monclair should the current Hillcrest boundary be redrawn. The SAAB
will reconvene on Friday, November 21, 2008 at 7:30 a.m. at 1025 2nd
Ave.

I can't seem to open it now either. If you can find the handout for the
cancelled October 3, 2008 meeting or the boundary suggested back in
December 2007, I believe that they are all the same proposed re-drawn
boundary.

In the event that you are uanble to locate any version of the proposed
boundary then this is how I would describe it: if Highway 13 is north,
Moraga is east, Clarewood Drive is south and Acacia is west, the new
western boundary is Broadway Terrace, the north boundary is Highway 13,
the eastern boundary runs from Sheridan to Harbord to Hilltop, and the
southern boundary is Clarewood Drive. The families on the western side
that were previously a part of the Hillcrest boundary would now be a
part of Chabot and the families on the eastern side of the Hillcrest
boundary would now be a part of Montclair and possibly Kaiser.

I arrived late at approximately 8 a.m. for the 7:30 a.m. meeting. In
addition to the three scenarios suggested in the handout for this
meeting (Scenario A-Cap Hillcrest at 40 incoming kindergarten students,
conduct lottery at 5th grade for MS; Scenario B-Phase out MS by 2010;
Scenario C-Phase out MS by 2010 and re-draw the boundaries), a fourth
scenario was suggested: Scenario D-maintain Hillcrest as a K-8, redraw
boundaries (the same proposed re-drawn boundary in Scenario C), and
increase capacity at Montclair to accommodate the current Hillcrest
families from Harbord to Moraga that will become a part of Montclair if
the boundaries are redrawn.

There were many parents in attendance from Montclair, Chabot, Hillcrest
and there were a few parents with preschoolers who will not attend any
OUSD school for a couple of years. There was some amount of animosity
between Chabot and Montclair parents against Hillcrest parents. A part
of the animosity seems to be because Hillcrest parents got involved in
the game earlier than the Chabot and Montclair parents, causing Chabot
and Montclair parents to feel like Hillcrest parents were dictating the
show. Some responses from Hillcrest parents were that Hillcrest parents
saw the problem of overcrowding earlier, started the process of
resolving the issue earlier, contacted the principals at Montclair and
Chabot only to be told that overcrowding was not a problem at the time
the principals were contacted, etc. In short, Hillcrest parents saw the
problem sooner and became pro-active once the problem was identified.

I can't seem to open it now either. If you can find the handout for the
cancelled October 3, 2008 meeting or the boundary suggested back in
December 2007, I believe that they are all the same proposed re-drawn
boundary.

In the event that you are uanble to locate any version of the proposed
boundary then this is how I would describe it: if Highway 13 is north,
Moraga is east, Clarewood Drive is south and Acacia is west, the new
western boundary is Broadway Terrace, the north boundary is Highway 13,
the eastern boundary runs from Sheridan to Harbord to Hilltop, and the
southern boundary is Clarewood Drive. The families on the western side
that were previously a part of the Hillcrest boundary would now be a
part of Chabot and the families on the eastern side of the Hillcrest
boundary would now be a part of Montclair and possibly Kaiser.

I arrived late at approximately 8 a.m. for the 7:30 a.m. meeting. In
addition to the three scenarios suggested in the handout for this
meeting (Scenario A-Cap Hillcrest at 40 incoming kindergarten students,
conduct lottery at 5th grade for MS; Scenario B-Phase out MS by 2010;
Scenario C-Phase out MS by 2010 and re-draw the boundaries), a fourth
scenario was suggested: Scenario D-maintain Hillcrest as a K-8, redraw
boundaries (the same proposed re-drawn boundary in Scenario C), and
increase capacity at Montclair to accommodate the current Hillcrest
families from Harbord to Moraga that will become a part of Montclair if
the boundaries are redrawn.

There were many parents in attendance from Montclair, Chabot, Hillcrest
and there were a few parents with preschoolers who will not attend any
OUSD school for a couple of years. There was some amount of animosity
between Chabot and Montclair parents against Hillcrest parents. A part
of the animosity seems to be because Hillcrest parents got involved in
the game earlier than the Chabot and Montclair parents, causing Chabot
and Montclair parents to feel like Hillcrest parents were dictating the
show. Some responses from Hillcrest parents were that Hillcrest parents
saw the problem of overcrowding earlier, started the process of
resolving the issue earlier, contacted the principals at Montclair and
Chabot only to be told that overcrowding was not a problem at the time
the principals were contacted, etc. In short, Hillcrest parents saw the
problem sooner and became pro-active once the problem was identified.

Some parents at Chabot and Montclair feel that the overcrowding at
Hillcrest is caused by Hillcrest families. Specifically, if Hillcrest
families would allow Hillcrest to convert back to K-5, then Chabot and
Montclair would not have to bear the "brunt" of the Hillcrest redirects.
These parents seem to oppose redrawing the boundaries because again,
they would bear the brunt of increased enrollment of students who
previously were in the Hillcrest boundary and would be a part of the
Chabot and Montclair boundaries if the current Hillcrest boundary were
re-drawn.

Some of the opinions expressed included the following: 1) the opinions
of the pre-K families with no children currently in any OUSD school
should be heavily weighted because they are the families most impacted;
2) we need to explore increasing capacity at Hillcrest through the use
of satellite sites (using Far West, a vacant house across the street
from Hillcrest, unspecified open land on Clarewood Drive) to the extent
that physical capacity of the Hillcrest site simply can not be
increased; and 3) the K-8 model should be utilized at other current K-5
schools.

Bottomline: Everyone recognizes that overcrowding in the North Oakland
hills is a problem. Everyone agrees that whatever solution is chosen
needs to be discussed publicly to allow as much input and notice as
possible. Whatever solution is decided upon will not be universally
accepted.

For now, the SAAB is exploring Scenario D: Keep Hillcrest as a K-8 and
redraw the current Hillcrest boundary. One or more members of the SAAB
will attend the November 18 Monclair PTA meeting to discuss redrawing
the Hillcrest boundary and hope to have numbers from the OUSD staff to
advise regarding how many students are expected to become a part of
Monclair should the current Hillcrest boundary be redrawn. The SAAB
will reconvene on Friday, November 21, 2008 at 7:30 a.m. at 1025 2nd
Ave.
