The 17F was filed in response to ongoing concerns regarding the Boston Public School budget's 53M deficit and how spending is being prioritized.  The public deserves clear answers and open decision-making when it comes to major public projects. Specifically, the order seeks: A breakdown of the $252 million cited as “community benefits,” including how much directly supports BPS students, programs, or facilities (outside of construction costs), along with an itemized list of recipients and payment timelines. Information on financial protections for BPS if Boston Legacy does not renew its lease after 10 years, particularly regarding operating and maintenance costs. The executed Guaranteed Maximum Price (GMP) construction contract governing the City-funded portion of the project, including details on capital allocations, contingencies, and change-order provisions that affect public spending. Identification of any BPS capital projects that have been delayed, reduced, or removed from the Capital Plan due to increased White Stadium spending. Documentation of bond authorizations, debt service, or contingency funds supporting White Stadium that impact BPS capital capacity. Any analysis of how White Stadium funding affects BPS departmental budget reduction targets. A list of school, housing, or infrastructure projects that have been deferred or not funded because of capital capacity absorbed by White Stadium. Records of any transfers, reallocations, or shared cost centers between White Stadium and other City or BPS capital projects.
