You may have noticed in the last few months the dramatic increase of airplane traffic over our neighborhood, particularly in the early hours of the morning starting at 5am. Logan has altered their flight paths to send the planes on tighter routes, and one of them is unfortunately right over us. This means more planes on a narrower route, which means more noise for the people under that route. Other neighborhoods such as Milton, Cambridge, and Somerville have recently driven Logan to start reconsidering this policy by logging noise complaints. Noise from airplanes is directly related to quality of life and stress, and plane engines also release pollution particulates that can be harmful.

The best way to stop the planes from being shunted increasingly over our own neighborhood is to file noise complaints on the Massport web site. They take seriously the number of complaints logged (and they have started to listen to Milton, Somerville, and Cambridge because of a concerted effort of residents to log these complaints).

Hi Neighbors,

I'm sure you have noticed the dramatic increase of airplane noise over our homes. We had substantial air traffic overhead starting at 5AM every day except one for the last three weeks straight, which is totally unacceptable. It used to be they only flew over us when the wind came from a certain direction, but now they come all the time.

The reason the planes are coming more frequently is that other communities like Cambridge, Somerville, and Milton have had success filing complaints against Logan, and Logan has shunted the traffic to the areas that complain less. Cambridge, Somerville, and Milton log over 1000 noise complaints each per month, where Roxbury right now logs about 100. It's a numbers game.

Logan listens to these complaints, and the best tool we have right now to fix this noise problem is to be dedicated about filing the complaints. You can do it either online using the link below or by calling them on the telephone (617-561-3333). You can either do it once a day, or save up your complaints and file them all once per week or once per month. The important thing is to make sure they get filed and recorded.

I've been entering complaints each morning when it wakes me up. The website complaint form is pretty efficient, even on a phone.

Yes, considering the people in the South End made the MBTA retrofit the Silver Line buses so that their glazings and furnishings wouldn’t be rattled by the harmonics.

I apologize for not immediately, responding to this, but I wanted to be sure I took the time to answer this in a way that really serves the interest of this community. That being said, since the email on 10/18 I've attended two meetings of the Logan CAC and 1 meeting with a smaller group of CAC representatives from Roslindale and Jamaica Plain, whose communities are also impacted negatively by noise from Runway 27. There has been a steep learning curve in the short time I've been involved with the CAC  (April of 2016), and with that I'd like to shed some light on the statements made in the previous email and ask that the neighborhood mobilize to begin to effect some change.

 

As best as I understand it a Record of Decision was reached back in 1996 as a result of litigation from communities along the Route 9 corridor (including Brookline and Newton), which pushed the air traffic away from their communities and over Boston (Roxbury, Roslindale, JP, and parts of West Roxbury).  The noise you've been hearing as of late is largely due to RNAV (GPS) routes that have restricted the flight paths of the airplanes even further and created this concentration of noise that many of us are inundated by day and night. 

 

The CAC communities, Roxbury included, have been working with MassPort on a Boston Logan Airport Noise Study (BLANS), which works to identify ways to provide relief to communities impacted by airplane noise. There are as many as 45 communities represented.   As stated in the previous email, it is beyond important that we call MassPort and/or log electronic complaints to MassPort. It's also even more important to get involved and show up to meetings on the issue of air traffic.  

 

Tomorrow, Thursday January 26th at 6PM at the South End Branch Library, please come let your voice be heard as Congressman Capuano attends a meeting that the residents of the South End have called regarding airplane noise.  

 

If anyone is so moved and would like to work with me on our next steps I would really appreciate it.   

 

Also, as many of you know GE is moving to Boston. GE would like to place a helipad at its headquarters in South Boston.  Please attend, if you can, or call the offices of the following representative below to voice your opinion as the public meeting portion of the process begins.

I think keeping a list that can be shared with everyone is a great idea. I'd definitely love if you could share it. It's easy to forget to complain at 5am, so a list for when we're all more awake and can file the complaints in bulk is terrific.

Thank you for this deatailed explanation of the situation. I've been registering complaints with Massport since last summer and have a suggestion as to how our community can more effectively do the same. Curtis Perrin pointed out that complaints can be registered at any time - not just when the nusiance is happening - so I've taken to recording the date and time of first disturbance on a pad of paper at home, and logging my complaints in bulk. I will share my list at the end of the month with the link to the complaint web-page and invite everyone to register their complaints from the list. If others would like to "take a month" that's great - otherwise I'll keep doing it.

nothing to add - to my previous email contained in this string - I think they should be lobbied to start at 6am, 530 earliest - yes I too have noticed, with pain, the 5:15 every morning - there must be law firms in the country who have experience with this - I know years ago there was a big success with LAX, and also I believe Winthrop won a thing where they were subsidised for triple pane windows.

 As before, I won't respond further, because I can't get into email back and forths - if someone wants to google search around for previous jurisprudence on this or law firms that know about this, great. otherwise, what I said down in this string still stands - happy to sign any petitions on it, if anyone gets one going. They will argue it's critical to the area's economy and they have a pre-existing sound easement for doing such - but I don't believe it's always been from 5:15 - but haven't researched the history. Massport's position is ' there is no curfew for Logan airport' period, end of (their) story.

Back in 2016, we began a discussion (see below) about the incessant jet noise over our neighborhood.  I recall that there was a meeting held with Massport:  does anyone remember what the outcome was of that meeting?

The reason I ask is because is that they are back to flying over our neighborhood starting at about 5:15AM.  At some points, they are coming every 20-30 seconds.  

I took a recording this morning of a 15-minute time period between 6:15 and 6:30PM.  It amounts to a noise assault over our neighborhood.  If construction crews are not allowed to start work that makes disturbing noise until after 7AM, I don’t know why Logan is allowed to fly over neighborhoods before that time.  They have an option to fly over the harbor, but they clearly have no incentive to use that option.

I have called the Logan noise complaint line on SEVERAL occasions:  the last person I spoke with admitted that the complaints just get filed with the FAA and nothing becomes of them.  I’d like to take this to the next level - perhaps engaging the Mayor’s Office.

Any suggestions for collective action?

Hello Karen (& everyone),
Thank you for re-starting this conversation. We didn’t move to the neighborhood until shortly before COVID hit, when airline travel became slim to none for some time. But since it resumed we have had several discussions about the noise pollution caused by aircraft passing overhead. We notice it starting at 5:00am on the dot. I’m very curious to hear the discussions that have already taken place and any outcomes of any previous escalations of these concerns.

Aside from calling Logan and filling out the complaint form (thanks for sharing the details!), it might be worth reaching out to local news outlets. Perhaps you could share the recording you made in the morning. They might contact Logan to ask questions about route decisions and current noise reduction strategies. I find it astonishing that - five out of seven days, and seconds apart - they have to fly over our neighborhood.

There have been a lot of efforts over the years. When one neighborhood complains they send them over another. The most successful was when Boston, Winthrop, and Revere got together  at Massport and they agreed to alternate the areas they fly over. That was organized by , think, Rep  Gloria Fox and Rep Sal Dimasi. Joyce
