Inspector Biggs,
I find this to be a troubling account and would appreciate it if you
could help us deal with this situation.  Clearly, the dogs located at
1127 N 5th Street need to be removed.  I would expect Animal Control
to do its due diligence in visiting the home, asking for the owner,
and if no one is forthcoming taking the animals into custody.  Am I
wrong to expect this response?  Please advise.

I have cc'd the leadership for the Cleveland Park Neighborhood
Association as well as the Mayor's Office and would appreciate a
response at your earliest convenience.

On Monday May 2nd at 2PM, my tiny chihuahua, Disney, was viciously
attacked, mauled, and torn apart by two pit bulls. The pit bulls, who
live at 1127 N 5th Street in Cleveland Park, were running loose, and
came onto my property. One pit bull had Disney's head in his mouth and
the other had Disney's hind quarters. They clenched on to him with
their death grip, totured, and tugged at each end of Disney's body.
They never released their grip. They the ran into their own yard,
where they paraded around for another five aganozing minutes, snarling
and feasting as they ripped apart Disney, never releasing theiri grip.
Nice kill, neighbors.

I saw it happen. I heard my dog's last painful wails as the monsters
took over destroying his life; the male pit pulling Disney's head into
his jaws, and the female pit jumping into the frey and clamping onto
Disney's hind quarters with voracious hunger.

For at least five agonizing minutes I yelled and screamed and sobbed
for the neighbors to do something, but they didn't move.  They were
clearly aftaid of their own pits, because they did absolutly nothing.
They didn't hit them with a shovel or a stick,  or turn on a hose or
kick them, they just watched.  A feeding frenzy.

I ran towards the dogs screaming "No No No stop them" and the pitts
continued their shredding and ran to the front of their house and then
they were gone running somewhere into the neighborhood. Oh course,
still loose, and very, very vicious at this point. Yes, here is an "in
progress" attack.  Killers running down the street and throughout the
neighborhood, where children are walking and mom's are strolling their
babies. Safe?

I NEVER saw Disney again. The neighbors said they would bring him back
to me.  I wanted to at least bury him, but I never even got to have
the opportunity to say goodbye to my loving pet. I sent a box over to
their house and asked them to bring Disney back to me.  The NEVER
brought him back or gave me an explanation.

Another attack occurred two weeks ago at 1121 Lischey Avenue. The dog
who lives there surived a mauling attack  by the same two pit bulls,
which, again, were running loose. In this case, the pits shredded the
face, forehead, nose and neck of the victim dog. The owner of the dog
said he did not want to report it to Animal Control, and that it's was
"Ok". The dog's head was shredded with deep, long, jagged wounds and
punctures.  Two weeks later my dog is killed.  A defenseless pet.

Yesterday, the neighbor at 1258 Lischey Ave advised me of a vicious
attack on her dog, Molly.  The same male pitt bull had Molly's head in
it's lock jawed death grip. Fortunately, Molly's owners managed to
save her from death, but she sustained critical wounds.  These
neighbors also decided not to report the incident.

That makes AT LEAST three vicious attacks that I am aware of.  The
killing of my dog was the most tortuous, horrifying, frightening,
sickening, devastating assault I have ever witnessed. Unimaginable
suffering. Worse than any nightmare.

Will these pit bulls kill again? Yes. Here are just a few reasons why:
   1. These pit bulls are uncontrollable.
      Please don't tell me they're not.
   2. These owners are incapable of owning vicious animalss
   3. These pit bulls will kill again.

Just because a pit bull is in a cage, or on a chain, does not mean
that the dog is "Ok".  Why would anyone think it was "Ok" to have a
killer animal with the taste of blood in it's mouth as a pet?? Why
would it be "Ok" to continue enjoying your vicious "pet" after at
lease 3 known attacks?

Disney may have been small, but just like the big dogs, he still
deserves to run in the grass, dig holes in the flowerbeds, play with
his stuffed aninals, and cuddle with Barkley and me.

It is now a week later and the neighbors at 1127 N 5th Street are
still enjoying the company of their pets. Animal Control said that
they "need the name of the owner". Get real.  I am not the
investigator. Don't these dogs have rabies tags with owner
information?  WTF?  Animal Control is supposed to conduct the
investigation.  That's why I filed my Complaint. There is supposed to
be Court on Wed May 11, 2011, but AC could not tell me what time.

I was reluctant to file a complaint because I was scared of
retaliation, to my dog, my property or myself.  I was reluctant to
file a complaint because I didn't want to deal with b.s. and relive
this ordeal. Whether anyone agrees or not, these are merely my
opinions and the only person that my opinions matter to is me.  I just
wanted to share them so that I can do my part to save a life.
