Allthat link does is take me to an article from arstechnica. Does Comcast not have an official document stating so? Any other remark is from 2-3 years ago. I don't see anything on Xfinity or Comcast websites indicating that it is or is not included.
I wonder because I have been primarily using the hotspots lately, but my usage has shot up 200GB in just the last couple of days! Only response I get from Comcast support is I can pay $50 more a month for unlimited internet. Gee thanks, but that doesn't help or answer the question.
It's not just that article. Did you scroll down and check anything else ? I can find a bunch of stuff and threads from this and other forums where Comcast employees are stating that it doesn't count...

No. The homeowner is not accountable for visitors' activities and data usage. Visitors are accountable for their own usage based on their Xfinity WiFi Hotspot eligibility.
Everything about Comcast data plans are so vague, yet they ding you for overage, but can't give me a report saying when and how much data I used. It's just some chart that's updated whenever it feels like it. No accuracy or accountability whatsoever.
Your point ??? Yes. This is a known fact for a home connection. But they are not talking about their home connection..... They are asking about the public WiFi hotspots...... This is a separate and a valid concern of theirs.....
So I'm really just learning about these xfinity hotspots. Found the map, this is pretty cool stuff, Comcast. The idea of being able to look ahead to see if a place I'm meeting someone at will have available wifi hotspots... pretty darn cool.
I was going over the residential user documentation on xfinity hotspots and connecting to them. I saw something that stood out. You can only have 4 devices connected at a time to xfinity hotspots with a single user account.
It got me thinking... can anyone I create a user for in my business class account utilize xfinity hotspots around town, and is there a limit on the number of devices able to connect with a business class account? I can't seem to find any information regarding business class limits or if additional users I create under my account are able to even use xfinitywifi hotspots.
2) The limit of 4 devices per login DOES apply to business accounts just like residential accounts. It seems as though most customers would not need more than 4 devices connecting to the hotspot at the same time. In the event that you do, utilizing the other logins to gain access for multiple devices is an options available to you. On a residential account the amount of data used by each device, on each login, would count against the total data usage on the account for the month. Having the profiles limit the number of devices to 4 makes it easier for customers to monitor. With your business services you do not have a data limits so this is not as needed. That being said, with this system structure already in place we found it easier to maintain the same profile policies while allowing business customers options to fully utilize the features available. Re: My Comcast Xfinity Internet account that allows for up to 10 devices to connect to the xfinitywifi hotspot, free of charge. The owner can remove a registered device from the account at any time.
Two questions:
1. How secure is Xfinity wifi hotspot given that no password or other assurance is required?
2. Can I run/assign devices like RING Cameras and Amazon Alexa devices to Xfinity open wifi? (With the aim of freeing up my speed for other connected devices like ADT security cameras because ADT and Xfinity always blame lag/latency issues on each other.)

Being a former Time Warner/Brighthouse/Spectrum user for almost 20 years and currently a Frontier fios 940/880 user, I could not imagine having to be conscious about data caps. One would think competition would have pushed data caps out of the market.

I can't seem to get XFinity WiFi to auto-connect and sign-in. I have to manually choose the network and then tap to sign in every time, despite having only entered login credentials once. I read on the XFinity WiFi app reviews that some people were able to get the auto-connect to work by downloading the app, but that still hasn't changed anything.
Hi, I'm sorry this isn't directly answering your question but yours is the only post mentioning the Xfinity Hotspots app so I thought I'd expand on that.
I tried the Xfinity Hotspots app and get the error "Wifi Profile Management has been disabled. Hotspots will not manage the installation of secure Xfinity WiFi profiles on this device."
I have the 3 sandboxed google apps installed on a Pixel 4a, Xfinity Hotspots installed through the Play Store with network and location permission. Using the admin account, not a second user.
With a second user the app kept crashing on launch, on the admin account it will run and at least show the hotspot map.
I believe the Xfinity Hotspots app won't work because of some difference between Graphene and stock Android. The app works on my stock Pixel 4a.
I haven't tried manually connecting yet so I can't comment on that.
Ronko The app runs fine on my Pixel 6 but I was never given any mention of wifi profiles in it. I can find a spot to manage profiles, but it only gives me the option to refresh or remove, not to add/install.
I don't see an option to edit my previous comment anymore, maybe there's a time limit?
Anyway, I reflashed to stock android and tried the Xfinity Hotspot app again, it still wouldnt work. Apparently if you use Xfinity Mobile The XFINITY hotspot connection process needs to be managed by the Xfinity Mobile app.
You didn't say what your carrier is, but if you're using them give that a try.

I think the profiles are supposed to be generated when you sign into the app. Lots of people have posted questions about this on Reddit and the Comcast Support forum with varying success. Some were able to use older versions of the app or get it working by either:
going to Settings > Network & Internet > Internet > Reset internet (button in top right corner)
or
going to Settings > System > Reset Options > Reset Wi-Fi, mobile & Bluetooth
The hotspot near me has a weak signal so it's hard to test this fully.
I'm 99% sure when I tried connecting to a stronger xfinitywifi hotspot at my brother's house I was getting internet access when connected but then it wasn't auto-connecting if I disabled wifi and turned it back on, just like you reported. I will need to try this again tomorrow, my memory is not so good.
After using that "xfinitywifi" network at my brothers house, my phone tries to auto-connect to the one near my house. However, due to a weak signal, it fails to obtain an ip address and disconnects after a few tries.
