CARRIER PICKUP ISSUES RESOLVED
In accordance with Article 34 of the USPS-NRLCA National Agreement, by letter dated January 26, 2007, the Postal Service notified the NRLCA that it intended to create a mail count credit for carrier pickup events and revise the credit for prepaid ordinary and insured parcels accepted.  The Postal Service proposed the following:
A route will be credited 77.8 seconds for each carrier pickup or parcel accepted event and 7.8 seconds for each carrier pickup package and parcel accepted during those events.
In the months following the receipt of the January 26, 2007 letter, several discussions were held; however, the parties were not able to reach agreement on the issues.  When it seemed that further efforts to reach agreement would be futile, the Postal Service served noticed by letter dated September 26, 2007, that it had decided to proceed with implementing the standards proposed in the January 26, 2007 letter.  On October 26, 2007, the NRLCA filed a national level grievance challenging the imposition of the aforementioned standards.
Although it appeared that arbitration might be inevitable, the parties continued to discuss the issues in dispute.  The NRLCA continued to press for higher standard time allowances related to carrier pickup than proposed by the Postal Service; and the NRLCA vehemently objected to the revision to the credit for prepaid ordinary and insured parcels accepted during a mail count.  Finally, as a result of further intense, good faith discussions the parties were able to reach an agreement on the issues.
The NRLCA is pleased to report to the membership that the parties have agreed to standard time allowances related to carrier pickup that are significantly higher than those  originally proposed by the Postal Service.  Beginning with the 2008 national mail count which begins on February 23 and ends on March 7, 2008, a route will be credited with 90 seconds for each carrier pickup request completed and 9 seconds for each item received (Express Mail, Priority Mail or International Mail) during a mail count.  Additionally, the Postal Service acceded to the NRLCA’s demand that prepaid ordinary and insured parcels accepted continue to be credited as prescribed in Handbook PO-603.

Dear Donnie:
In accordance with Article 34.6 of the USPS/NRLCA National Agreement, the parties recently met regarding the above referenced national grievance.
The dispute concerns the proposed standard allowance for the duties associated with the carrier pickup program and prepaid ordinary and insured parcesl accepted as determined by an Article 34 Postal Service study.
During our discussion, we mutually agreed that the following will constitute full and complete settlement of this grievancew.
The duties asscoaited with carrier pickup requests will be credited during a rural mail count applying the following standard:
A route will be credited 90 seconds for each carrier pickup request completed during the mail count and 9 seconds for each carrier pickup item received (Express Mail, Priority Mail, or International Mail). This includes all the duties in the office and on the street associated with the carrier pickup request.
Prepaid ordinary and insured parcels accepted and flats collected in conjunction with the carrier pickup items will not be included in the new standard. At this time, letters and flats collected and ordinary and insured parcels accepted continue to receive the appropriate credit as outlined in Sections 535-12n and 535.120 of Handbook PO-603, Rural Carrier Duties and Responsiblities.
The parties agree that this settlement will be applied to rural routes involved in carrier pickup beginning with the 2008 national mail count. Rural carriers will coninue to be compensated for duties asscoaited with carrier pickup requests pursuant to the April 8, 2004 Memorandum of Understanding concerning the Carrier Pickup Program and the April 15, 2004 COmpesnation Instructions through April 25, 2008.
Please sign and return the enclosed copy of this letter as your acknowledgement of agreement to settle the above captioned case and remove it from the pending national grievance listing.
