Investigations takes place in the two-month period between the events of Trials and Tribulations and Apollo Justice. It is more similar to "point-and-click" adventure games than the text-adventure style of previous games in the series. During investigations, characters appear as small sprites standing at a specific point in an area rather than as large sprites facing the player. Edgeworth and his various partners also appear in the same manner, and the player is able to move Edgeworth around freely. Many gameplay functions return in similar, if not identical, forms to those in the previous games.
In investigations, several modes of gameplay are available, including some that did not exist in previous games. Some areas, like crime scenes, can be examined more closely in a manner that is similar to the "Examine" function in the core Ace Attorney games. Occasionally, the player must look for a clue in an area that contradicts collected evidence and then press a "Deduce" button (or the "X" button) to select the contradicting evidence. Investigations also make use of a second "inventory", called "Logic", that stores important pieces of information that Edgeworth has found. Here, the player can combine two ideas to reach a conclusion. This can create a new piece of information or trigger some other event. Some investigation phases involve investigating a virtually reconstructed version of a crime scene using a gadget belonging to Kay Faraday called "Little Thief".
While previous games in the series focus on defense attorneys, Ace Attorney Investigations has the player control prosecutor Miles Edgeworth, who investigates five cases that tie together to form an overarching story about a smuggling ring. The game consists of investigation phases, in which the player investigates crime scenes in search for evidence, and rebuttal phases, in which they confront other characters, to hear what they think has happened; the player is able to use evidence to find contradictions in the characters' statements, to get closer to the truth.
The concept of the story was that while each case is a standalone episode, they are also all interlinked, forming a larger mystery, with each episode revealing a piece of the puzzle.[17] Because Edgeworth is portrayed as a genius prosecutor, whereas Phoenix Wright is a rookie attorney, the development team felt that they needed to come up with incidents that were larger in scale for Ace Attorney Investigations, to match Edgeworth's skill level; therefore, the opponents were made "more formidable" compared to the ones in previous games in the series.[21] Eshiro saw the story as the most important part of the game, and said that, while time-consuming, it was important to make sure that it works. This was accomplished through a lot of trial and error, and several rewrites and revisions: Yamazaki would come up with an idea, which was tested to see if players had a hard time understanding it. Based on feedback from the testers, Yamazaki would rewrite and reorder some parts, and add hints.[22] When creating the game's story, the development team took into account that some players might not have played any Ace Attorney games before. Because of this, they tried to make the game as accessible as possible, and make it playable without first having played any of the previous titles; for instance, the first part of the game is a tutorial that introduces the game and the characters. They did however add in-jokes for players who had played previous Ace Attorney games.[17] Kay Faraday was the first new character that was created for the game, and was cited by Eshiro as one of his favorite characters.[16]

The authority of the District Attorney Investigations Division is independent of other local law enforcement agencies. District Attorney Investigators perform a broad range of investigations including investigations into specialized areas not handled by other local law enforcement agencies; investigations reflecting the areas targeted by the San Joaquin County District Attorney to improve the administration of justice; investigations into areas targeted by the state; investigations to assist the operations of other departments/programs; and assistance in trial preparation investigations.
Investigators from the District Attorney's Office are part of the critical incident response team called out when an incident involving the use of lethal force by a peace officer occurs in the county. DA Investigators are also called upon to conduct investigations into suspected misconduct by government officials, public employees, or local agencies.
A team of inspectors and attorneys from IIB are on call 24-hours a day, 7 days a week. When a covered incident (i.e., an officer-involved shooting or in-custody death) occurs and IIB is notified, the on-call team responds.
IIB attorneys are involved in every aspect of the investigative process and are also responsible for evaluating evidence and recommending decisions to the District Attorney. Working under the direction and leadership of IIB attorneys, IIB inspectors serve as the primary law enforcement investigators on these matters.
The PSB is responsible for the investigation of internal and external complaints against all employees of the MCAO. These investigations are conducted in accordance with MCAO policies and procedures, and in compliance with all applicable local, state, and federal laws. In addition, members of PSB are responsible for conducting all pre-employment background investigations for MCAO. PSB oversees the Administrative Detective assignment, which handles all walk-in traffic to MCAO during normal work hours.

The Bureau of Investigation has three divisions: the Major Crimes Division, the Major Fraud Division, and the Administrative Division. The Major Crimes Division includes units that investigate major crimes, homicides, sexual assaults, officer involved shootings, and domestic violence. The Major Fraud Division investigates economic crimes, child abduction, real estate fraud, consumer and environmental protection cases, workers compensation fraud, and automobile insurance fraud. The Administrative Division investigates Public Corruption, and handles various responsibilities including training, background investigations, recruitment, disaster preparedness, fleet services, building and safety, as well as special projects, and policies and procedures.
The results of investigations may range from a finding that the allegation of fraud was unfounded, to a finding that crimes were committed as individuals fraudulently obtained welfare benefits over several years costing thousands of dollars. Criminal prosecution for welfare fraud, recovery of benefits fraudulently obtained, and periods of disqualification from receiving future welfare benefits may result from these investigations.
Insurance fraud is a billion dollar a year problem for California residents. Cases involving fraudulent insurance claims, staged accidents, unnecessary medical or repair claims, and vehicle thefts are reviewed and investigated within this unit. Investigators work alongside the Department of Insurance, National insurance Crime Bureau and other State and insurance agencies to enhance these investigations.
The Criminal Investigations Division is staffed by commissioned peace officers and crime analysts who undertake a wide range of investigations and activities to support detection, prevention, and prosecution of crime. This division investigates and supports the prosecution of both violent crimes and white-collar crimes, including complex fraud crimes, Election Code violations, and public corruption matters. The division proactively investigates online child predators and child pornographers who use the Internet and computers to victimize children.
The Criminal Investigation Division is a resource for local and county law enforcement and prosecution agencies who require investigative and/or prosecution assistance due to a lack of resources or a conflict of interest. Criminal complaints should be made to local law enforcement as it is their responsibility to investigate any crimes within their jurisdiction. CID will only become involved in such investigations based on a written request from the head of those agencies.
The game is set one month following the events of Trials and Tribulations, where Edgeworth finds himself solving numerous cases connected to both an international smuggling ring and the Yatagarasu, a mysterious Phantom Thief who opposed said ring. However he finds his investigations challenged by Shi-Long Lang, a cocky Interpol Special Agent who doesn't trust prosecutors to get the job done and has a bone to pick with the smuggling ring.
