Rating of songs and automatic playlists

Hi,
what i search for years ( easy and comfortable question) :
Possibility to rate active playing song from 1 to 5 stars + automatic playlists. e.g. Playlist filter is genre electronic and rating stars 4 or above. If played song is genre electronic and i rate it 4 or above - song will be added automatically to the playlist.

So i only give stars while playing songs. All playlists are filling themselves automatically.

I know this is possible in foobar2000 on windows pc.

Is this still not possible with a NAS / android device / Chromecast Audio without running always the pc?
