And as far as the membership fee, I don't pay it and shop there
whenever I feel like it.
If I ever get my answer to my original question, maybe I will share my
secret!

availability of a single product from a retailer known for selling in bulk?
Sounds like some kind of market research. If it is, drop by in person and
ask a few customers (who look like smokers - Keith Richards kinda... keeping
things relevant) if they'd appreciate being able to purchase smokes by the
pack, carton, pouch or can.
This all depends if Costco puts in a smoke shop, like Sobeys or Superstore.
Even though fewer people (like me) are stupid enough to smoke, there's still
a market for them. Two, in fact. :)
It would seem to me if Costco wants to move a little more mainstream with
grocery retailing, the first thing they'd do is sell a few things "loosely",
akin to a loss leader in the old days. Cigarettes certainly don't bring
much revenue the retailer's way - that's the government's goose laying those
golden eggs. Once a week specials for members only - lower prices on (you
name it), better than either Sobeys or Superstore can do.
But that's just me drifting... happens some Friday nights, ya know? :-)

I thought someone on here would know and save me many minutes of
waiting to talk to a live person at Costco.
The secret is to have a member buy you a gift card.
They were promoting them years ago when I had a membership, so I asked
them a few questions:
Do I have to be with the shopper that I give the card to? They said
No.
Do I still have to have my membership for the card to be valid? They
said No.
So, I asked.... why wouldn't I just buy a gift card for say $1000,
cancel my membership, and just shop with the card?
No response
Guess what I did next..... lol
PS - The only drawback is that you have to get a "daypass" of sorts
when you go in. After that, just shop with the gift card, and if you
go over your remaining balance, have some cash handy.

This study is probably about as intelligent as buying a $1000 gift card
so you can cancel an annual membership to a place that sells things at
about the same cost as a co-op.

carton or tub, but no single packs.
