We managed to have a brief call with Yangwe this morning, and then he followed up in email, as it was easier to write down the questions and get written responses so there is no confusion here. Many thanks to Esther for setting this up for us, as it is very critical.
I think we have clarity here on the township authorities, which seem to be Town Councils (as we had before), and do seem to use Ward for now, but also go to the level of Vitongoji, under Village.
I hope we can review tomorrow morning, and then follow up if we have any questions. This means we will need to make a modification to the data form to include Vitongji for either DC or TC.

Several districts contain these township authorities, and inside these there are wards but no villages or mitaa, so instead of a structure of district,ward,village/mtaa, you have a structure of district, township authority, ward, vitongoji (with no villages or mitaa).

Hi everyone,
Here is a final diagram that shows the hierarchy. We had subsequent discussions with Yangwe and he clarified the difference between Town Councils and the Township Authorities.
It looks like for TC/MC/CC we need to go to Ward/Village or Mtaa, as Village can happen sometime.
For District Councils, the hierarchy is different.

For us, on our data collection form we ask for
· Region
· District
· LGA – CC, MC, DC, TC
· Ward
· Village or Mtaa
And can now add in township authorities under District Councils.
We are basically trying to locate facilities within the right geographic area, but will also have GPS codes to place exactly correctly on the map.
Am I capturing what you are saying correctly here?

This excel file is from 2010 so of course the structure may have changed in the meantime, but it might be an idea to communicate back with Yangwe to double check on any differences between your diagram and this structure to see if they are actual changes or misinterpretations.

Based on Elaine’s email, we are following up with Yangwe on the administration hierarchy. The spreadsheet Elaine sent has some examples of Townships, but let us wait until we hear from Yangwe on the additional questions and get a more updated Excel file to see these examples.

Dear all,
I am interested to know how PMORALG manages these changes from the time the changes are proposed to the time they are being approved. There are areas being qualified for higher status, merged, divided, etc. such changes are inevitable, we will get the most updated list today and after a year we will have to have updated files.
I remember they once were talking about the village registry but I do not know how far they gone about it. If possible, there should be a way that the HFR adopts a common field that will make the update of the administrative areas a simple and straight exercise. Possibly by a click of a button, all administrative areas in the HFR are updated and history is kept of course.

Absolutely agree here. We need a longer term solution here to accommodating these changes that will keep occurring. Let us put this on the open list of action items and we can review in our next FRS meeting. I don’t believe we will have an automated solution determined by the time we do training, but this is something we can have resolved by the time we do the official public launch.
