Calling Callback URL during provisioning

Is it possible to call the callback URL during the provisioning process?

We would like to create/link the-user-account (with the user-email) in our backend, but unfortunately the user-email is not provided with the provisioning data.

When we call the callback later it returns the data but during provisioning we get a 404.

Michael,

You won't be able to call the callback URL until *after* successfully
returning us a provisioning response, until that point you won't have
been granted permission on the app.

Can you clarify why exactly you need to match the user email and can't
use the Heroku ID? If a user changes their email address or an app
changes owner the email address returned from the API will also
change, which would cause your own records to fall out of sync. I'd
like to understand the various cases where this information is
required so we can try and accomodate it better.
