What to do when subscription expired?

Somewhere in the addon documentation I read that Heroku doesn't do deprovision when subscription is expired but that it makes deprovision only when a user removes an add-on.
How can we as a addon provider know if user failed to pay for current calendar month?

Heroku handles failed payments on your behalf (e.g., expired cards). We'll pay you based on what was installed, not what we collected payment for.
