open your database with an editor and search for rx1_step_attenuator_by_band. You should get lines something like this:
<Key>rx1_step_attenuator_by_band</Key>
<Value>0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0</Value>
<Value>0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0|0</Value>
Most likely you will find the entry -9 in the value line. Change it to 0 and save the database.
