No Tx output

Just got my Hermes lite and N2ADR filter board.  The receiver is amazing.  I am not seeing any Tx output with a precision termination on the antenna port.  Have tried Thetis, PowerSDR and SDR Console. With SDR Console I briefly get power then a high VSWR message. Help please Thanks  Tom WA9ETO
