The LEDs indicate a DHCP address was assigned, which is good. But the blinking speed LED indicates the connection is at 100 Mbs. Is that what you expect? Is it possible to try with only 1Gbps computer/router?
Since the HL2 appears to have some IP address, can you ping the HL2?
In the Windows search box type and then open "Command Prompt" window
In the Command Prompt window, type "ping 192.168.1.17" and post the output to this group.
Do you have a router on your network which is acting as the DHCP server? If so, can you log on to that router and check if the router sees the HL2 and what address it thinks is assigned. Usually home routers have a web page you can access for this.
