Request rtl change for CW Skimmer and possibly other apps

Since the CVA9 became part of the HL family and we have established at least 16 receivers running simultaneously
I've taken an interest in getting as many CW Skimmer rcvrs running as possible.

I contacted Vasily / K3IT who authors the HPSDR interface to CW Skimmer about our HL changes.
I made him aware of the problem with the 8th rcvr in the protocol and the groups recommended changes.
He also informed me that the maximum number of rcvrs that Skimmer will use is 8.

He has made a new DLL interface with the proposed changes of the group. I have tested it and can verify
that it works on 8 bands @ 192Khz using the CVA9 and the protocol changes proposed here.

I did work out another protocol change with him so he can identify the HL and the number of rcvrs it's
capable of sending. He will limit it to 8 even if we send > 8.

I'm attaching the files I made changes in which basically amount to passing the number of rcvrs in the
unused 50 bytes int the Tx_Mac.v, METIS_DISCOVERY: section after the Hermes-Lite (0x06) ID is sent.
A requested 8 byte field possibly identifying the type of HL, currently set to HERMESLT, then
the rcvr count.

The rcvr count may be useful to other developers here.

Also is attached Vasily's DLL for CW Skimmer support HL and 8 bands.

Thanks for doing this. I will definitely pull together all the RTL pieces for the CVA9 eventually for another release. I've got a lot going on currently: wedding to attend this weekend, camping next weekend, work deadlines, other family responsibilities, etc.
