Momentary power and SWR surge shown on SDR Console on Tx

When I key-up SDR Console shows a momentary 'surge' in both power and SWR.   This 'surge' lasts about one second or so and then settles down to expected values.  

However, if I put a power/SWR meter in circuit the meter doesn't show any such surge.  A friend also has a HL2 and his machine doesn't show this behavior.  I'm wondering why SDR Console and my external meter readings differ.

My questions are:
a) is this anything to worry about?
b) what could be different in my HL2 to my friends that is causing SDR Console to show such a surge?

I'm using SDR console V3.1 and transmitting into a dummy load with internal power only, that is no external linear amplifier.

I see the same (most of the time but not every time - in fact I find it only happens on Tune if a longer pause is left between key-downs  - Shorter pause = no surge) on the SDRC power meter but not on the SWR meter. Noticed it but never given it a second thought. As you say, not reflected in the actual power output. I've always assumed is just a quirk of the power calculation algo. I would not worry about it, but if you feel it's an issue then you could always submit a bug report to Simon on the SDRC Forum or IO user group.
