HL2 not responding in Windows or Ubuntu

Hello, can anyone help me figure this out? I have a Hermes Lite (not PLUS2) that is not discoverable on Thetis (Win-11) or Ubuntu piHPSDR. In each operating system I can see that I have set a fixed IP address, but the HL2 does not communicate.

I have a gigabit switch and both my PC and HL show a LINK LITE (green), but NO DATA LITE (Orange or yellow). 

Is there some utility that I can use to see/fix the firmware in the rig? or to determine if the rig is broken?
