The heat shim is not required. Many early users don't even have a heat shim. Just make sure there is good contact between the HL2 rail and the enclosure with some thermal paste. Some people have told me the heat shim is more trouble than it is worth.
There is protection in the gateware which will shut off TX if the PA becomes too hot so no need to worry when experimenting.
In really hot environments, you can blow air on the HL2 with an external fan. Even though there is a fan discussed on the wiki, early experiments showed that small fans in the HL2 didn't help much with heat.
Some people fashion their own extra heat sink. See this thread which includes a picture:
