National Building code 2005 mandatory rules for grill height

Hi All,

Below is extract from National Building code 2005. And 1-3 points relates Heritage-10 balcony grill structure deviation and how we have been misled.

1. Height of parapet[height of grill] it should be around 120-140cm(1.2M). But ours is 90cm(.9m). Have seen it.

2. Each supporting intermediate grill should be in vertical direction. But for us it is in horizontal direction.[There should not be provision to climb easily].

3. Gap between two grills should not exceed more than 10cm. But for ours, it is more than 14cm.

We are aware that many cannot be followed by builders, but the present discussion is minimum safety need.

As per the National Building code, 2005, the height of the handrail in the staircase should not be less than 90 cm (a little more than 2 feet, 11 inches) and if balusters are provided, no gap in the balusters should be more than 10 cm wide. Similarly, the balcony walls or guard rails should not be less than 1.20 metres ( approx 3 feet 11 inches) high and such guard rails should be firmly fixed on the walls. Civic authorities in different cities have adopted this either in toto or with modifications. We, as citizens should insist on the adoption of best practices and should not allow any dilutions in the standards.

Besides ensuring that the gap between the balcony grills is no more than 10 cm, we should also ensure that there are no horizontal strips or grills that prompt a child to use it as a step ladder to climb up the balcony wall. It is equally important to ensure that there is no gap between the balcony floor and the first grill, as otherwise, that could lead to a child falling through the gap.

Dear Chandra,

Thank you for the rules you have mentioned regarding the grill heights. This is one big safety threat which I have also discussed with Sargunam uncle as well. He had similar opinions and had suggested that we all of us have to come to a unanimous decision on what needs to be done.
This poses serious concerns even when carrying a child. So needs serious consideration.

Here are few things that were discussed earlier as saftefy steps that we can take.
1. You had suggested to have a higher balcony grill. ( the horizontal hollow iron bar grill around the open space ouside each flat).
2. Safety net at the open space at level 1. Or possibly at level 3 as well.
3. Covering the grill with a transparent plastic sheet which would then make it not climbable. 

I had checked the price of net and was about ₹160.00 per square meter when I had initially asked for a quote. Also the material for plastic sheet came to below ₹10000.00

Requesting everyone to give this a serious consideration as we do have many kids in our apartment and makind it safe is very important.
