Tape marks do often mean end-of-file and double
tape marks do often mean end-of-tape.

What type of system created the tape and did you
specify FTR32K for CKD or OLDFORM for FBA on the DDR
DUMP?
Was the DUMP also standalone?
Is the disk CKD or FBA?
Have you tried a current snapshot:

Is the tape a physical tape, AWSTAPE, .het,
BTI/IBM/FunSoft compressed AWS, FakeTape(tm), zPDT,
or others?
Assuming that you have Windows available, does
AWSBROWSE show what you expect to be on the tape?
