Does "IBM Developer for zOS" work with Hercules MVS3.8j Turnkey?

I have been using the nice GUI interface "IBM Developer for zOS" versus Vista TN3270 and ISPF interface on a mainframe I have access to. I want to move to the Hercules emulation with MVS3.8j Turnkey, but it would rather use "IBM Developer for zOS" instead of Vista TN3270. I have not been able to figure out the correct setup of the options to get this to work.

Vista TN3270 connects fine to Hercules MVS3.8j Turnkey.

"IBM Developer for zOS" fails to connect with little or no error messages. Sort of just times out after a while, and reports a connection failure generic message.
