Local User Account - Description Field

Hi People.

I have 2 questions.

1. Why is the Description Property of an user Read-Only ? Can its
value be modified with VBScript ?

Ive tried objUser.Put and objUser.PutEx and they dont work.

2. Does Compmgmt.msc run with System Privileges ? If not - how are we
able to edit an user's description field thru compmgmt and not thru
vbscript ?

Any help would be appreciated
