MILLBURN BOARD OF EDUCATION MEETING

WHEN:  Monday, February 22, 7:45 PM
WHERE: Wyoming School, 55 Myrtle Avenue, Millburn

The February 8 proposal will be discussed and the Millburn Committee for Neighborhood Schools will have a presence.  We will present the BOE and Dr. Brodow with our group's mission and position on the proposal.  We will also ask a number of questions regarding this proposal and the future plans to alleviate the overcrowding at Glenwood.  Please review the questions below and let me know which you would like to ask.  I will send a copy to the BOE and Dr. Brodow in advance of the meeting.  Once the questions are assigned, we can just line up and ask away.  IF there is anything you would like to change or add to this list, please let me know so I can edit the document - today if possible.

A question for the group - should we introduce ourselves as Jane Doe, xx Address, Member of the Millburn Committee for Neighborhood Schools?  Can you imagine 20 people introducing themselves that way and the impact it would have?

Questions for BOE/Brodow:

 Questions regarding Dr. Brodow’s February 8 proposal: 

  1. Stephen Cohen to present map of school district as it will look under the February 8 proposal. Are the streets behind Hobart - Montview, Gap View, Barberry, Forest – included in the proposal or not?
  2. Is there a commitment on behalf of the BOE to have a solution/complete redistricting prior to the start date of the new superintendent or by May 1?   Are you contractually obligated to come up with a solution by May 1?  If not, wouldn’t it be better to have a set of fresh eyes on the matter?
  3. To be asked of each BOE member: What is your position today on the February 8 plan?
  4. Dr. Brodow: What other options were considered in addition to sending buses 9 & 11 to Deerfield?
  5. What came of the plan of having some families go to Hartshorn?
  6. You have acknowledged that overcrowding at Glenwood has been an issue for at least 5-7 years.  You have stated that a decision was made to leave it alone, waiting for the issue to self-correct.  During that time, did you conduct a town census to confirm that it would self-correct?  Have you ever established a long-range planning committee and/or community task force to study the issue?  If not, why not?  Other towns have done these things so that when they needed to redistrict they were fully prepared with the knowledge of what was to come. (i.e. Westfield, Franklin Lakes)
  7. In creating the February 8 proposal, what data was analyzed and by whom?  How old is the data/study?
  8. Was a census done of younger children in the Glenwood district and/or other districts?
  9. Where other school districts who have redistricted recently consulted or studied?  If they have successfully gone through this process, there is much to be learned from their experiences.
  10. Was there analysis of previous Millburn redistricting?
  11. What was the process from 1998 redistricting?  What were the milestones then?
  12. How urgent is it to dramatically reduce the Glenwood student population?  Can it wait a year so that a comprehensive, well-researched, community-backed plan can be put in place?
  13. Have you considered the cost of double busing that will be necessary for the next 5-6 years?

 

Questions regarding future plans:

 

  1. We’ve heard that a consultant has been hired.  Can you confirm this?  Who is it?  What has he been mandated with?
  2. Will a census of incoming children be done?  Will it be gathered on a house-by-house, street-by-street method?
  3. Will empty homes be considered in the potential enrollment at schools such as Deerfield and Hartshorn where there has been a significant amount of new construction?
  4. When will community input begin?  What is the process for gathering community input?
  5. How will the methodology be made transparent to the community?
  6. Are you aware that other schools grandfather every child?  Westfield, NJ.  DC suburbs. – Eleni
  7. Scott Kamber: We need you to take back your proposal to our group to suggest alternate proposals because the data we were promised has not been provided to us and we are told it will not be forthcoming.

And one more question:

The Millburn Township School District Strategic Plan states in goal VI that it “will maintain and convey to all of its stakeholders its longstanding practice of fiscal responsibility” which includes the subgoal of: “analyze, predict and plan for growth within both short and long-term time blocks.”  The strategy for this goal is to “engage in a comprehensive demographic study every five years with annual updates on predicted enrollment.  Dr. Brodow is responsible for an “annual report to the Board of Education on enrollment, class size and facilities needs.”  Has this been done and when?

I also noticed that it was not included.  However, there is still time for public comments.  I believe we can comment on whatever we want. 
I do not think we should send the questions beforehand.  Let us surprise them like we were surprised at the last meeting!

I also think we need to emphasize that we don't want the consultant being hired to see dr. Brodow's proposal, as this could bias the process.

        I have a question. There are 81 kids registered to start Kindergarten in the fall, down from the current 92. There are 77 outgoing 5th graders. The difference between the outgoing class and the incoming one is 4 kids, which is 0.0076% of the total student population. Where is the growth?

        Plan to address the other sections that will come out against us

        I think that they expect the k enrollment to increase significantly before September as many people don't register until spring/summer if they are new to the town.  I don't know by how much.

        I have a question. There are 81 kids registered to start Kindergarten in the fall, down from the current 92. There are 77 outgoing 5th graders. The difference between the outgoing class and the incoming one is 4 kids, which is 0.0076% of the total student population. Where is the growth?

        Another question. The current 3rd and 1st grades have 93 and 90 kids, respectively, with 4 sections each. Why can't the current Kindergarten class (with 92 kids) be reduced to 4 sections like those 2 other grades?

        4 sections 23 per class and remember children with needs get pulled out reducing your class number to about 21 or so.

        Good question.   I think it could be - I felt it was important in the k year to have 5 classes b/c it's such a tough transition and b/c they took away the aides.  But 1st grade is another story.

        Another issue brought to my attention by a neighbor is the issue of traffic.  Presumably Deerfield buses will need to come earlier and then may run into Middle School/rush hour traffic - between getting through the Whitney circle and then going up Old Short Hills Rd. it would be a disaster.

        Because Dr. Jasin's concern is not class size at all - it is overcrowding in common areas (lunchroom, gym, assemblies, etc.)
