PROJECT DESCRIPTION

Infrastructure Technology Modernization

We are seeking a SeniorLevel Project/Program Manager to coordinate complex, multidomain IT initiatives across IT Infrastructure teams. The Senior PM will lead a large usermigration project involving key stakeholders across infrastructure and security domains, including Windows servers, desktop engineering, file storage, access management/credentialing, and enduser device services.

The Senior PM will synchronize interdependent workstreams, oversee programlevel planning and governance, and provide clear and consistent communication to leadership, technical teams, and business owners.

REQUIREMENTS

The candidate shall possess the knowledge and skills set forth in the Technical Services BOA, Senior Project Manager, including but not limited to:

Senior Level Personnel Qualifications

  • At least seven (7) years of experience as a program manager or program consultant.
  • PMI certification (PMP) and/or Agile program management certification preferred.

Additional Required Knowledge & Experience

  • Strong understanding of agile methodologies and ability to lead Agile ceremonies.
  • Experience coordinating technical teams across multiple IT domains in infrastructure environments.
  • Proven ability to manage complex infrastructure programs with interdependencies.
  • Strong communication, leadership, and stakeholdermanagement skills.
  • Experience with project management tools such as Jira, GitLab, or equivalents.
  • Basic understanding of IT infrastructure components (networking, servers, cloud services).
  • Experience with ITIL frameworks, IT Service Management, and enterprise change management processes.

CAPABILITIES & RESPONSIBILITIES

The Senior Project/Program Manager shall:

Program & Project Governance

  • Articulate overall program strategy and objectives, assessing their impact on the organization.
  • Define, coordinate, and oversee dependent projects needed to achieve program goals.
  • Manage multiple program teams and, when required, subordinate project managers.
  • Deliver successful outcomes for the program and all related workstreams.

Technical Services (TS) Support

  • Partner with internal business owners, technical staff, and senior management to support the design, development, and implementation of systems and enhancements.

Business, Stakeholder, and Process Alignment

  • Act as the intermediary to maintain clear understanding of business assumptions and strategic objectives among all parties.
  • Work with TS staff to establish, revise, and maintain standards and procedures during system implementations.
  • Work with clients to foster best business practices and effective use of automation for costefficient administrative systems.
  • Support business process redesign to take advantage of automation.

Compliance, Standards & Best Practices

  • Assist in researching, selecting, and implementing software packages needed to meet FISMA standards.
  • Research, recommend, and write policies and procedures aligned with FISMA requirements and ITIL best practices.

Project Execution & Delivery

  • Develop and maintain a centralized project management framework for all program workstreams.
  • Create and manage project schedules, dependencies, and critical paths.
  • Facilitate standups, planning sessions, retrospectives, and other Agile ceremonies.
  • Manage release cycles and deployment calendars across server, network, and cloud environments.
  • Identify and mitigate risks, dependencies, and blockers.
  • Establish standardized communication channels across all participating teams and stakeholders.
  • Develop and maintain project documentation, dashboards, and status reports.
  • Serve as the primary point of contact for all project and program status updates.
