Job Description 

The Applications Architect will lead the design and implementation of the UpSIDES application architecture, supporting the transition from manual, paper-based processes to a secure electronic data exchange platform.

The selected candidate will architect scalable, high-performance solutions to support NASWA SIDES exchanges, develop secure APIs and web services, design automated workflows and notifications, and ensure compliance with state and federal security standards. This role will serve as the primary technical lead, collaborating closely with development teams, database architects, legacy system experts, QA teams, and business stakeholders.

Required Skills & Experience

  • 4–7 years of experience in enterprise application development using C#/.NET, Java Enterprise, or similar technologies
  • Strong experience designing and implementing REST and SOAP web services
  • Hands-on expertise with XML and JSON data exchanges
  • Experience with Unix/Linux shell scripting
  • Strong understanding of Service-Oriented Architecture (SOA) and application security best practices
  • Proven technical leadership experience, including code reviews, mentoring, and establishing development standards
  • Experience creating architectural artifacts, including system diagrams, data flow models, and technical specifications
  • Strong troubleshooting skills in complex integration environments

Preferred Skills

  • Experience with DB2, SQL Server, and Oracle
  • Experience implementing CI/CD pipelines
  • Familiarity with NASWA SIDES exchanges and technical specifications
  • Experience with federal or state data exchange systems
  • Prior Texas Workforce Commission (TWC) experience
