Timezone settings?

When I load the TTR package I get a message in the console:

xts now requires a valid TZ variable to be set
no TZ var is set, setting to TZ=GMT

I'm on a Win Vista box. Windows says I'm GMT-8 PST

Where am I supposed to set the environment variable so R knows I'm in
PST? The README doesn't say anything. I don't see any files that look
like config stuff but I'm blind to this sort of thing anyway.

In ? Sys.timezone , it says

"On most platforms it is possible to set the time zone via the
environment variable TZ: see the section on ‘Time zone names’ for
suitable values."

I don't use windows so I can't try.

Yes, I found that before I posted. The timezone stuff is normal
Linux. It's all pretty much right out of our normal distros.

I use Windows for trading, but I don't know much about it. The Rgui
thing existed here so I figured I'd give it a try when I started with
R. Maybe I'm handicapping myself by not just moving this to Linux
ASAP. Don't know.

Anyway, the help file says 'most platforms'. Maybe that doesn't
include Vista. So far it's not causing me any problems. Just figured
I'd see if there was an easy way to stop the message.

Making an environmental variable in windows doesn't solve the problem?
