Announcing CFEngine 3.17.0

Hello fellow CFEngineers,

We are excited to announce the availability of CFEngine 3.17.0. This is a new minor version, and there are some great new features including the new --simulate option for cf-agent which performs changes inside of a chroot to provide a better view of what the policy will and won't change on a system. cf-remote gained the ability to spawn VMs in Google Cloud, execresult() can choose stdout, stdin, or both, the new execresult_as_data() function lets you capture output and inspect the return code, not to mention custom promise types, and I have run out of breath.

Watch out for behavior changes with and(), or(), and not().
