SCL promise type moduiles

Hello just for the weekend,

The SURF HPCV team has made some custom promise types:
* scl_docker_compose
* scl_docker_network

We have not yet released them to https://build.cfengine.com/. But we
will do.

It is all available at:
* https://github.com/basvandervlies/scl_modules


Inspired by CFengine modules setup ;-)
