Announcing CFEngine 3.16.0-1

Hello fellow CFEngineers,

We are happy to announce the availability of CFEngine 3.16.0-1. Being a minor release, there are new features like the addition of cf-secret, the new string_trim(), validjson(), and validdata() functions, and the new content attribute for files type promises.
