upgrade to Django 2.2 under way!

Helios friends,

I just fixed a couple of bugs in Helios master branch (a branch name I need to change soon, by the way, to "main"):

- you can now upload voter files that are encoded in ISO-8859-1 (aka latin-1), not just utf-8.

- there was a bug if you created an election with an invalid start or end date, now fixed.

And so it's time to upgrade Django, since Django 1.11 is no longer supported. I've started a branch called "django-2.2" to upgrade to Django 2.2. At first glance, things mostly work, which is great. If you have time and want to help, please test it out on:
