OneDrive allows you to save space on your device by making files online only. However, for key files, turn on Files On-Demand to keep files on your hard drive and use offline (it will sync when you are back online).

Mark files or folders "offline" to read them anytime, even when you aren't connected to the internet. Offline edits made to the files sync the next time your iPad, iPhone or iPod Touch connects to the internet, so you get the latest version of the file.
Once you mark a file or folder offline, OneDrive also lists it in an Offline Files view. Tap the Me icon in the upper left of the screen, tap Offline Files to instantly find all your offline files and folders.
To always have access to a file on your PC or Mac, right-click the file and select Always keep on this device. The file will download to your device and will always be available even when you're offline.
Hi. I am trying to find some way of keeping local copies of my photos which are stored on OneDrive. When I select the folder for offline viewing on my Android device, I have noticed that a) OneDrive isn't actually saving a local copy of the photos which can then be viewed in the Gallery app for instance, and b) Even when it says that a photo is available offline when you try to view them offline they aren't even visible when browsing for them in OneDrive.
Microsoft is planning a major improvement for OneDrive that will allow you to work fully with all your files offline. In an update to its Microsoft 365 roadmap, the company revealed a OneDrive option known as Offline mode.
"This feature will allow you to launch OneDrive in your browser and view, sort, rename, move, copy, and delete files even without internet access," Microsoft said in its roadmap. "Additionally, for locally stored OneDrive files (those that are marked as 'always available offline') you will be able to open and work on these in your browser even if you are offline. All of the changes you make offline will be automatically synced back when internet connection is restored."
Currently, OneDrive's offline capabilities are limited. Without internet access, you can't sign into your OneDrive online storage or work with your files via the browser. You can retrieve your OneDrive files in Windows but only if you've opted to always keep them on the device. Letting you more easily use and manage your files offline will help anyone who needs to work in a remote location that lacks an internet connection.
When placeholders are exposed, characteristics such as the presence of a reparse point, the sparse bit, and the offline bit are plainly visible through directory enumeration and other types of file information queries. When placeholders are disguised, these details are completely hidden, making the file look like a normal file.
We are using Office 365 E1 (web only) licenses on ships via Chromebooks, and would like to be able to cache OneDrive files locally for when the vessels have little or no Internet access. I understand OneDrive syncs with Mac or Windows to provide offline access, but we would like to do this on Chromebooks. Google Drive already has this capability but we prefer staying with Office 365.
Description of problem: When disabling offline files on an end-users machine, once rebooted the machine can see the locally saved profile (C:\Users\%username%\OneDrive), and all the files on OneDrive in there. The OneDrive service starts and appears to be working fine, no errors. However, when opening Office files, they either open but don't display anything or will throw an error essentially saying the resource is not there, check file path etc. This also happens on synced SharePoint Online folders in File Explorer.

Here is a similar issue Outlook trouble with redirected and offline files disabled and I found that it could cause some issues when disabling the offline files.
Could you please tell me why you need to disable the offline files?
If your purpose is to secure your data by disabling offline files, as a workaround, you can enable EFS on the CSC folder or use BitLocker, then you can turn Offline Files back on.
When you save your files to OneDrive, they're stored in the cloud on Microsoft's servers and--sometimes, but not always--locally on your PC. It's a bit confusing because where your files are stored depends on the version of Windows you're using and your OneDrive settings. Let's cut through the confusion and make sure the files you need are always available when you're offline.
Now that you know how OneDrive works in Windows 8, here's how to make individual files and folders available offline (i.e., stored on your computer hard drive) or force OneDrive to make all files available offline.
1. Click on a file or folder in Windows Explorer to find out if it is available online only or available offline. The Windows Explorer status bar will tell you if you'll need to download the file to access it or if it's locally stored on your computer (as well as on OneDrive online).
So technically all the files in your local OneDrive folder are already always available offline. But here's how to select which folders get synced between OneDrive in the cloud and OneDrive on your computer.
As we said above, OneDrive is a cloud storage service that puts your files on the cloud for, among other things, its ease of access. So why would you want to go out of your way and try to make your files accessible for offline use as well? As it turns out, for a host of reasons. Here are a few of them:
The points we've listed above are just a few use cases of making your OneDrive data available offline. Plenty of others, such as reduced latency, a bump in your productivity, etc., make storing your OneDrive files offline a good option.
As soon as you double-click the file, OneDrive will begin the download, and your file will also be available for offline use. If the Status section changes to a green tick instead of a cloud icon, then it means your file is available for offline use as well.
If the above method doesn't work for whatever reason, don't worry. There's another, quicker way to make your OneDrive files available for offline use. Simply head to the OneDrive folder on your file explorer, right-click on your file, and select Always keep on this device option.
Using your OneDrive offline doesn't have to be complicated. If you follow one of the tricks from above, you can access your files without an internet connection. In fact, this is just one of the many features that make using OneDrive a pleasure. So make sure you check out all the existing features to make the most out of all of them.
But as it now seems, Microsoft has picked up on this issue and is working toward incorporating Offline mode into OneDrive. This will help users establish continuity while using the platform, and what's more, the changes made while offline will sync automatically once the user established a stable internet connection.
Generally, when you click on a file or folder in the OneDrive folder, the Windows Explorer status bar will tell you if the file or folder is only available online or offline. If you want to make OneDrive files available offline in Windows 10 after checking, you can directly click on the file or folder and choose the status for it. Alternatively, you can let OneDrive make all files available offline in Windows 10 via the OneDrive setting.
For Example: I have a vault on Onedrive, I use the sync app OneSync (there are others like FolderSync), to sync this OneDrive vault to a local folder on my Android device. I can then use Cryptomator on Android to open the local Android vault while offline.
In contrast to the Desktop app, Cryptomator for Android directly communicates with the cloud storage provider. Therefore, to gain offline access for a vault, you need to create a local vault and synchronize it with a different app. (like maccra suggested)
Thank you maccra & infeo I have used FolderSync app, an equivalent of OneSync, to sync my Cryptomator encrypted files to my internal storage and I have configured Cryptomator to open these local files. It works offline now

You will be able to open your files that are available offline on your device in their native app (Word, Excel, PowerPoint, etc.) directly from inside OneDrive on the web.

In other cases, you could use this to allow employees working remotely to have access to a central team site that contains all of your document templates or marketing collateral.
