Roger ... why is 10% of the Talp tribe Half-Goblin? I know the tribe
deals with goblinoids a lot, but where does the halfling blood come
from? Did they have a halfling contingent at one time, but it has
since died out?

An astute question! :) There are a few reasons:
Yes, halflings have come and gone among the Talp (a few times).
There's a moderate amount of "migration" of people between tribes for reasons other than marriage (people who admire something about that other tribe, or who just need a change, for example). Humans and halflings are the most prone to that kind of thing, so some individual halflings have joined the Talp from time to time and added to the half-goblin population.
Occasionally a half-goblin joins the Talp from the goblin tribes in the mountains (they're not really accepted there, and "not being accepted" in a goblin tribe can result in a bad case of "dead'). If you're thinking that this means that the goblin tribes must (at least sometimes) have halflings among them, you would be correct.
